NOTICE OF CONTRACT ACTION (NOCA) - The Air Force Life Cycle Management Center (AFLCMC), Miniature Munitions Division (EBM), Small Diameter Bomb Increment I (SDB I) Program Office (EBMK) intends to increase the ceiling value of an existing five (5) year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract that was awarded to The Boeing Company, Saint Louis, MO on 20 July 2014.  The authority for both the basic IDIQ and this contract modification is FAR 6.302-1.  It is anticipated that the contract modification that will increase the IDIQ ceiling value will be awarded on or before 30 Sep 2017.  The Air Force, AFLCMC/EBM (Miniature Munitions Division) requires support of the Small Diameter Bomb (SDB) I.  This integration support includes, but is not limited to, all efforts related to SDB I and SDB I variants in various support efforts for the production, integration, sustainment, testing, training, upgrades and software updates.  In addition, studies and analysis related to current and future expansion of system performance, simulations, modeling, test hardware, technical support, aircraft integration activities, and procurement of all associated test hardware to support the activities and repair of non-warranted assets will be procured using this contract vehicle. 

The North American Industry Classification System (NAICS) code for this proposed acquisition is 332993, Ammunition (except Small Arms) Manufacturing, with a size standard of 1,500 employees. 

In accordance with FAR 5.203, responsible sources may identify their interest and capability and respond to the requirement no later than 25 August 2017 in order to be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 

The Air Force Life Cycle Management Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition.  The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.  When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.  The Ombudsman does not participate in the evaluation of proposals or in the source selection process.  Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified.  For any other concerns, interested parties may contact the following Ombudsman:
