SCREENING INFORMATION REQUEST (SIR)/REQUEST FOR OFFER VOR Roof Refurbishment in Casanova, VA
The Federal Aviation Administration (FAA) has a requirement to provide a replacement roof on top of the equipment building, repair the security fence around equipment building, replace the fiberglass Teepee antenna cover and refurbish the mailbox monitor antenna covers.
The Contractor shall provide all labor, materials (unless noted otherwise in the contract documents), and specialized equipment as necessary to perform the work described in the Statement of Work. All work is on FAA property located 27 miles South West of Manassas near the community of Flat Rock VA. Therebs a gravel driveway & parking area, equipment building, VOR/TACAN antenna w/tipi, monitor antennas, transformers, propane tank and, other items located on the site. Itbs a b mountain topb VOR and, the tipi is located 265 feet away from the equipment building. The FAA wants to replace the roof on top of the equipment building, repair the security fence around equipment building, replace the fiberglass Teepee antenna cover and, refurbish the mailbox monitor antenna covers.
It is anticipated that a firm-fixed-price type construction contract will be awarded as a result of this solicitation.

ALL QUESTIONS REGARDING THE PROJECT/SPECIFICATIONS/PLANS MUST BE RECEIVED IN WRITING janice.hammonds@faa.gov or van.ctr.nicholson@faa.gov NO LATER THAN 5:00 P.M. CST ON 11 February 2019 TO ALLOW FOR RESPONSES TO BE PROVIDED PRIOR TO DUE DATE FOR RECEIPT OF PROPOSALS.
Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers 22 February 2019. Reference AMS Clause 3.3.1-33, paragraph (d), b if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.b
In addition, offerors must complete and return the attached forms by closing date. The forms are provided as separate documents under this announcement. The FAA reserves the right to review and verify each offerors program eligibility.
Proposals must be received by janice.hammonds@faa.gov and van.ctr.nicholson@faa.govno later than 5:00 p.m. CST, 22 February 2019. Emailed proposals shall be sent to janice.hammonds@faa.gov or van.ctr.nicholson@faa.gov and must contain 32363 as part of the email subject line.
Any responses received after 5:00 p.m. CST, 22 February 2019, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible.
As the FAA does not utilize sealed bidding contracting techniques, a public bid opening will not be held.
Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process.
This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
