SCRAP WOOD REUSE SERVICES


NOTICE:


This is a Request for Information (RFI) in accordance with FAR Part 52.215-3. The Government seeks to identify interested offerors for a potential procurement action and to gather information that may influence the shape of a potential future Request for Proposal (RFP). This announcement is for market research purposes only and it does not constitute an RFP, quotation or bid. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not restrict the Government to any ultimate acquisition approach or strategy. The Government will not pay for any information that is submitted by respondents to this announcement.



INSTRUCTIONS:


1. Below is a short description of the requirements, a request for your business information, and a Contractor Capability Survey which allows you to provide your company's capabilities.


2. Both large and small businesses are encouraged to participate in this sources sought synopsis. Joint ventures or teaming arrangements are encouraged and up to each industry partner.

PURPOSE/DESCRIPTION


The Government is issuing this Request for Information (RFI) to identify potential sources that can provide collection and processing services for scrap wood generated by industrial processes from January 2018 through December 2022. The contractor will manage all wood scrap generated on the facility. At present, Blue Grass Army Depot (BGAD) generates scrap wood at a rate of approximately 83 tons per month from up to ten locations on the facility. Wood scrap is in the form of scrap lumber, plywood, pallets, and other wood products.


The overriding imperative is that the contractor must reuse/recycle at least 80% (annually, by weight) of the total wood scrap.


An estimated 1% to 5% of the total wood generated is treated wood.


It is anticipated that the present generation rate will decrease during the next five years. However, there is no estimate as to the rate of reduction during the period.


While the preferred contractor will haul the scrap wood from BGAD premises, the use of BGAD property as a temporary storage/processing location may be considered.

Part II. Capability Survey Questions


• Describe your past experience for the collection and processing of wood scrap for reuse/recycling.


• Describe what end-product(s) you intend to create with the scrap wood.


• Describe the processes you will use to create your intended end-product(s).


• Include what volume of wood scrap you presently manage, or have managed in the past.


• Describe how you will collect the scrap wood.


• List whether you will haul the scrap wood off BGAD premises, or use BGAD property as a temporary storage/processing location.


• If you intend to use BGAD property as above, describe your business footprint on the facility in terms of numbers of employees, numbers and types of vehicles, and any temporary tanks, shelters, awnings, structures you intend to place onto BGAD premises. Provide an estimate of your needs in terms of total area, access requirements, structure requirements, and utility services necessary. Provide estimates as to maximum storage volume of raw scrap, intermediate products, and end products. Include maximum durations of such storage requirements.


You may provide scenarios describing BOTH your hauling of the scrap wood off premises and your possible use of government property.


In addition to the above, describe any previous government contracts you have held.


THIS IS NOT A REQUEST FOR PROPOSAL. This is a RFI requesting information about your capability to manage approximately 1,000 tons of scrap wood per year, and to process that scrap wood in a manner that provides reuse/recycling of not less than 80% of the total wood scrap by weight per year.
