SBA Boots to Business (B2B) Marketing and Outreach Support Services

The United States Small Business Administration (SBA), Office of Veterans Business Development (OVBD) intends to acquire marketing and outreach services utilizing a Service Disabled Veteran Owned Small Business (SDVOSB) competitive set-aside, in support of the SBA"s Boots to Business (B2B) Program. The SBA requires full-service marketing, outreach, video & graphics design, and printed materials to assist in its efforts to reach Veterans and transitioning service members (or spouse/partner) with their desire to become entrepreneurs.
A pre-solicitation notice was previously posted for this effort under SBAHQ-14-R-0008
The required services consist of such elements as:
(1) Primary and secondary market research, including target audience identification, segmentation, and analysis;
(2) Comprehensive account planning and strategy (FAR 5.5 has some specifics);
(3) Creative design, development, trafficking, and production in all media (including, but not limited to, TV, radio, print, on-line, internet display (online and mobile), interactive, social media (Facebook, Twitter, YouTube, etc.) and other electronic modes);
(4) Media planning, placement, and purchase (including, but not limited to, TV, radio, print, on-line, internet display (online and mobile) interactive, and other electronic modes);
(5) Comprehensive fulfillment operations;
(6) Events marketing activities;
(7) Public relations, including the development and dissemination of public service announcements to execute similar promotional and image-building initiatives through free media channels;
(8) Monitoring of all advertising and marketing efforts, analyzing and reporting on their effectiveness and return on investment. IAW FAR 5.5
The placement of a single Firm Fixed Priced (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated encompassing a 12 month Base Ordering period and four 12 month option provisions. Exact dates will be determined at time of award. The Government is using the guidance contained in Part 13.5, Test Program for Certain Commercial Items, and Part 12, Acquisition of Commercial Items, in its solicitation for the described services. Interested vendors will be requested to submit both non-price and price proposals. The evaluation for contract award will consider the non-price proposal more important than the price proposal.
The applicable NAICS code is 541820 with a small business size standard of $15 million.
There is no incumbent contractor. GSA delivery order SBAHQ-14-F-0080 was issued to First Generation Visual Communications, Inc. in the amount of $71,069.94 for multimedia and graphics updates to current B2B materials. However, this order is under the simplified acquisition threshold, current employees have no collective bargaining agreement (CBA), and non-displacement of qualified workers does not apply. Task order 001 attached to the solicitation does not require services of this type to be performed.
