Synopsis:

THIS IS A SOURCES SOUGHT NOTICE ONLY. The purpose of this Sources Sought Synopsis is for Market Research purposes only, to assist the National Guard Bureau, Construction Branch, to gain knowledge of potential Small Business Concerns.  National Guard Bureau, Construction Branch anticipates the solicitation and award of a Single Award Task Order Contract (SATOC) to provide non-personal design-build construction services for a broad range of construction projects in support of the Herbert R. Temple Jr. Army National Guard Readiness Center (TARC) located in Arlington, VA., and the Air National Guard Readiness Center at Joint Base Andrews, MD.   This Sources Sought notice is to determine if there is an adequate number of qualified, interested small business concerns capable of responding to a Two Phase Design-Build Solicitation.  The Solicitation would include a Seed project with an estimated range of $250,000-$500,000, consisting of the renovation of restrooms, including new floor and wall tiles, lights, partitions, countertops, mirrors, sinks and toilet accessories. This solicitation will also include a prototypical project with an estimated range of $1,000,000-$5,000,000, consisting of an office space renovation which includes the adding of break rooms and conference rooms. This project includes the moving of partition (non-load bearing) walls, drywall work, new ceiling tiles, flooring, cove base, painting/staining, chair rail, signs, floor box moves and window glazing.  The award of an Indefinite Delivery-Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) would consist of design-build construction services. Other typical repair/maintenance work includes, but is not be limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior/exterior lighting, electrical, fire and intrusion alarms, communications, limited environmental remediation and other related work. All will be in accordance with individual task order requirements, specifications and drawings provided with each project or master specifications. The total contract ordering period shall not exceed five (5) years from the date of award. Task Orders will range from $2,000.00 to $3,000,000.00. The total of cumulative of the individual task orders placed against this contract shall not exceed $9,500,000.00. The North American Industry Classification System (NAICS) code for this work is 236220 - Commercial and Institutional Building Construction. The small business size standard is $36.5 million average annual revenue for the previous three years.  In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Small Business concerns who believe they can responsibly perform these requirements should complete and submit the Sources Sought Information Form to the Contract Specialist no later than 4:00 p.m. EST, 21 February 2019.

SUBMISSION REQUIREMENTS: Responses to this SOURCES SOUGHT SYNOPSIS/MARKET RESEARCH shall include the interested firm's name, address, point of contact, phone number, email address and

Small Business size status. Interested firms must provide a brief capabilities narrative indicating their specific experience with design-build construction capabilities.

IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitation must be registered in the System for Award Management (SAM) database prior to award of the contract. The purpose of this database is to provide basic business information and capabilities to the Government. The SAM website can be accessed at www.sam.gov. You are encouraged to register as soon as possible. All new contracts can only be made to contractors who are registered in SAM, with an active registration.

Note: This source sought is issued for informational and planning purposes only. Responses will not be returned. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract based on responses received under this announcement. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this RFI will be used within the National Guard Bureau, Construction Branch to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate based on responses to this notice.
