The National Aeronautics and Space Administration (NASA), Office of Space Science (OSS) intends to negotiate solely with HONEYBEE ROBOTICS, LTD, Bldg. 3, STE 1005, 63 Flushing Avenue-UNI, Brooklyn, NY 11205, in accordance with 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements” to procure the Sample Acquisition at Mars (SAM) Suite Investigation.

SAM will cast a wide analytical net to capture chemical indicators of the habitability of Mars.  SAM will “Find the Carbon” by carefully examining the abundance, structure, and chemical state of carbon-bearing compounds, revealing their likely source and transformational processes. SAM will “Follow the Water” by analyzing key light elements as well as rock-forming elements and minerals that trace aqueous and geological processes. SAM will interrogate the isotopes, in organics, light elements, and noble gases, to explore atmospheric evolution and its relationship to past climate and changes in habitability.

The notice of intent and any documents related to this procurement will be available over the Internet.  These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.  It is the offeror’s responsibility to monitor the Internet site for the release of amendments (if any).  Potential offerors will be responsible for their own copy of amendments, if any.

The North American Industry Classification System (NAICS) for this requirement is 541330 and the size standard is 500 employees.

This announcement constitutes the notice required by FAR 5.201.  All questions and responses concerning this notice shall be emailed to Forestine Robinson at Forestine.H.Robinson@nasa.gov. Interested parties must identify their capability in writing to the above e-mail address no later than 3:30 pm EST, November 18, 2019.  Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.
