S&TCD BAA
This Broad Agency Announcement (BAA), solicitation number W56KGU-17-R-A424, sponsored by the US Army Communications, Electronics,
Research, Development and Engineering Center (CERDEC), Space and Terrestrial Communications Directorate (S&TCD), is valid through 31
August 2018, unless terminated sooner.
The BAA is issued under the provisions of Parts 35.016 and 6.102(d)(2)(i) of the Federal Acquisition Regulation (FAR), which provides
for the competitive selection of research and development proposals submitted in response to this announcement. Accordingly, proposals
selected for award are considered to be the result of full and open competition and fully compliant with PL 98-369, entitled The
Competition in Contracting Act of 1984.
This BAA is an expression of interest only and does not commit the Government to make an award or pay proposal preparation costs
generated in response to this announcement. The cost of proposal preparation for response to a BAA is not considered an allowable direct
charge to any resultant contract or any other contract.
CERDEC encourages industry interested in conducting scientific research, educational institutions, small businesses, and small
disadvantaged business concerns, historically black colleges, university and minority business enterprises and institutions to submit
proposals. Eligible prospective offerors also include Canadian firms participating in the Defense Development Sharing Program.

proposal. Please refer to the individual subtopics for directions on white paper submissions. All submissions should be sent via FBO.
No discussions by the technical staff are to be held with offeror, after proposal submission, without permission of the Army Contracting
Command Contracting Officer.
Funds are not presently available for all of the research interests represented in this Broad Agency Announcement. No contract award
will be made unless appropriated funds are available for research and development. Prospective offeror is reminded that only a duly
warranted Contracting Officer may obligate the Government to an agreement involving expenditure of Government funds.
There will be no formal Request for Proposals or any further solicitation document issued concerning this BAA. However, this BAA may be
amended to add new topics. Interested parties should be alert for any BAA amendments that may be published on the Federal Business
Opportunities (FBO) Webpage, https://www.fbo.gov
