Peace Corps (PC) seeks candidates highly experienced in administrative, financial, and budget management with the ability to travel on extended assignments to support posts in the Inter-America and the Pacific (IAP) Region. The Roving Director of Management and Operations (DMO) (Intermittent Personal Services Contract (PSC)) will work in an overseas Peace Corps post to manage, provide, coordinate and supervise the full range of resource management activities and administrative support functions including: budgeting and financial management, supervision of administrative unit, procurement, physical resources management, human resources management, volunteer support, and safety and security. The Roving DMO maintains and develops responsive and effective administrative procedures and ensures there is ongoing evaluation of their effectiveness. The employee also provides technical advice and guidance to staff and Volunteers on policy and post management issues. The Roving DMO reports to, and is supervised by, the IAP Chief Administrative Officer. The Roving DMO is a senior staff member of the country team actively involved in all aspects of Peace Corps operations, including programming, training, and overall Volunteer support. He or she will also serve as a leader, contributing to the vision and management of the post and ensuring that resources are effectively and efficiently managed.

Working Conditions:


Flexible work schedule and frequent travel. This position requires travel 100% of the time on overseas assignments to support a post's administrative and management needs, and therefore requires extreme flexibility and adaptability.

Each of the one or more anticipated Personal Services Contract(s) (PSC(s)) will be for a one-year period with up to four (4) option years, exercisable based on satisfactory performance, availability of funds, and continued need. The work schedule will be full-time on an as-needed/intermittent basis, with up to 260 work days authorized per contract year. No minimum number of work days authorized per contract year are guaranteed.


Compensation and Benefits:


Pre-tax compensation will be negotiated within the appropriate range for the position at the discretion of the Peace Corps Contracting Officer. Items of consideration may include salary history and experience. Benefits will be offered for this position in accordance with guidance provided by Peace Corps' Office of Acquisition and Contract Management. Relocation costs will not be covered by Peace Corps. Contractors must be registered in the Central Contractor Registration before being awarded a Federal Government contract. Registration can be completed at: https://www.sam.gov.


Required Qualifications:


* United States Citizenship.
* Minimum five years of experience in administrative, financial, and budget management, including management and oversight of imprest fund, property, inventory, payroll, and recurring budget review processes obtained within the last ten years.
* Familiarity with the United States federal budgeting process and an understanding of federal budget regulations.
* Experience in procurement and acquisition management.
* Demonstrated ability to perform review and analysis of financial, administrative, and personnel systems, decisions, and/or processes.
* Proven leadership in human resources and personnel management, including ability to provide guidance and make decisions in compliance with applicable policies and local labor law and practices. Experience leading personnel actions and processes.
* Proven experience in monitoring administrative and management controls.
* Ability to respond to audits, evaluations, and other requests from Headquarters offices.
* Experience developing and leading training on relevant topics for staff.
* Experience managing a multicultural team in an overseas environment, including supervision of staff to execute the office's mission and vision.
* Ability to work with confidential situations.
* Ability to develop working relations with the American Embassies.
* Ability to communicate effectively orally and in writing in English.
* Ability to relocate to other overseas posts for undefined period of time.
* Top Secret background clearance. A background security investigation will be required. The contract award will be subject to the contractor's successful completion of a background security investigation.
* Ability to receive worldwide medical clearance. The contract award will be subject to the contractor receiving adequate medical evaluation and clearance for overseas assignments worldwide.


Preferred Qualifications:


* Experience serving in a role comparable to administrative officer in an overseas environment.
* Previous experience with Peace Corps or another international volunteer organization preferred.
* Familiarity with Peace Corps policies and procedures preferred.
* Previous experience as a warranted Federal Government Contracting Officer preferred.
* Detailed knowledge of inventory management and financial management systems.

* Proven leadership in human resources and personnel management.
* Experience leading and developing training on relevant topics for staff.
