LOCATION b Indianapolis Air Route Traffic Control Center, Indianapolis, Indiana
NAICS - The North American Industry Classification System is 238160, Roof Contractors - $16.5 million.
PROJECT - Replacement of the roofs at the following locations; Control Wing - Upper and Lower DSR, and control room expansion, and the Power Service Building - South (Kato lite) and North (White) engine generator rooms and the ACEPS/Switchgear room. As well as to provide fall protection to the Admin Wing Roof at the Indianapolis Air Route Traffic Control Center (ARTCC) in Indianapolis, Indiana.

The FAA is seeking experienced firms to provide all labor, material, equipment, tools, and supervision to provide the scope of work in accordance with the plans and specifications. The work consists of but is not limited to the following:

a.    Replacement of the Control Wing roofs and Power Service Building roofs as per drawings ZID-D-ARTCC-A309 and ZID-D-ARTCC-A312/ZID-D-ARTCC-A313 respectively.
b.    Temporary and consumed materials, equipment, and utilities required to complete the Work.
c.    Demolition and disposal of existing roofing system and flashings to roof decking.
d.    Demolition of electrical and communication devices, as noted.
e.    Installation of new thermoplastic polyolefin (TPO) roofing system using new 2018 FAA specification and flashings.
f.    Removal, salvage, and reinstallation of existing lightning protection system and area lighting items as required to complete the roofing system replacement.
g.    Removal, salvage, and reinstallation of additional miscellaneous systems, including ladders, mechanical items, etc.
h.    Provide fall protection to the Admin Wing Roof as per drawing ZID-D-ARTCC-A308.

The offeror must meet the following criteria as written in the specification:
1.    The contractor is required to have a minimum of five (5) years experience for the applicable installation utilizing the induction fastening system for TPO membrane roofs.
1a.    Certification of Subcontractor b submit a certified letter stating that the subcontractor proposed to perform a specified function is duly designated as a factory authorized and trained for the application of the specified product and has a minimum of five (5) years experience for the applicable installation.
2.    Manufacturer Qualifications b A qualified manufacturer that is UL listed and listed in FM Approvals RoofNav for roofing system identical to that used for this project.
3.    Installer Qualifications b A qualified firm that is approved, authorized, or licensed by roofing system manufacturer to install manufacturerbs product and that is eligible to receive manufacturerbs special warranty. The firm shall employ persons trained to operate induction-fastening system for installation of thermoplastic membrane roofing.
4.    Inspector Qualification b Provide qualifications of a roofing consultant who shall be responsible for roofing system inspections. Inspector shall be an independent testing professional with a minimum five (5) years experience in similar project size, complexity and system.

General contractors must submit their letter of interest for the subject project on company letterhead, which should include the firm's name, address, e-mail, phone number, DUNS number, business size, and point of contact. Interested contractors should submit their letter of interest to melody.mcgovern@faa.gov along with a capability statement, which should identify: a) Type of services provided by your firm b) Number of years in business c) Previous experience for work involving similar scope.

Submit your letter of interest no later than October 23, 2019. Screening Information Request is anticipated to be released in December 2019.

PERFORMANCE TIME b 90 CALENDAR DAYS b Spring start

THE TOTAL ESTIMATED PRICE OF THE PROPOSED CONSTRUCTION PROJECT IS BETWEEN $500,000 and $800,000.

PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED.

The contractor awarded the contract must have an active registration in the System for Award Management (SAM) before award can be made. Contractors can register at www.sam.gov

VERBAL REQUESTS FOR THE SIR WILL NOT BE HONORED.

The acquisition strategy for this procurement has not been determined at this time; however, either an unrestricted competition or set-aside will be chosen depending on the responses to this market survey.

The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendorbs expense.

The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of fulfilling this requirement. This market survey will be used to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms or if full and open competition is appropriate. This acquisition will be a competed action.
