COMBINED SYNOPSIS/SOLICITATION: Roleplayer Services, FLETC, GLYNCO, GA
This is a combined synopsis/solicitation for Roleplayer Services as a Request for Proposal (RFP) for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
This commercial item acquisition will be 100% Small Business set aside.
The associated North American Industry Classification System (NAICS) code is 561320.
This RFP documents and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) Circular: FAC 2019-03.
A site visit will be held on July 30, 2019 at 10:30 AM ET. NOTE: The Federal Law Enforcement Training Center is a secured facility. Access to FLETC has to be coordinated in advance and can take up to a week. Foreign Nationals takes at the least 30 days. If a vendor wishes to attend the site visit; then Exhibit 12, FTC-OSPR-17Z has to be filled out and submitted a week in advance of the site visit. This form is to be submitted to the following email addresses: erin.wofford@fletc.dhs.gov and Maureen.copus@fletc.dhs.gov. Identification will be required prior to entering FLETC.
All questions concerning this acquisition must be submitted by August 5, 2019; 2:00 pm ET. Questions will be answered via an amendment posted on FedBizOp. Questions are to be submitted to Erin.Wofford@fletc.dhs.gov.
Acceptance of an award certifies that the firm will comply with FAR 52.222-50, Combating Trafficking in Persons, by notifying all employees and subcontractors at all levels.
All services listed in this RFP will be required for any resultant award. This requirement is for more than one (1) scenario. Each scenario is unique. Roleplayers are to be scheduled in advance of exercise of a scenario. Some scenarios require certain biographic characters (i.e. blue eyes, height, weight, age, race), so having a room of people to pull for scenarios will not work for this requirement.
