This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued.

Solicitation W912J2-18-R-0001 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective 19 Jan 2017. This procurement is being issued as a total Small Business Set-Aside under NAICS code 541990 with a small business size standard of $15M.

The Wisconsin Army National Guard (WIARNG) CBRNE Enhanced Response Force Package (WI-CERFP) will be conducting a Collective Training Exercise Volk Field, Camp Douglas, WI on the dates of 28 April 2018 and 12 June 2018 to simulate realistic conditions encountered by National Guard responders in a natural disaster or domestic terrorism event and requires Collective Training Event Support, Casualty Role Player Support, and Mannequin Support in accordance to the attached Performance Work Statement (PWS).

An award will be made to the vendor whose proposal represents the most advantageous scenario to the government (see Federal Acquisition Regulation (FAR) Provision 52.212-2, Evaluation of Commercial Items in the attached solicitation W9612J2-18-R-0001). Multiple awards will not be made.

In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov.

The performance work statement included as an attachment to this announcement, or subsequent amendment, will be made a part of any resulting award.

All questions shall be submitted in writing and received prior to 4:00 p.m. CST, February 21, 2018. Questions should be sent via email to lisa.m.braund.mil@mail.mil Answers to questions received will be posted to Federal Business Opportunities (FBO) website as an amendment to this solicitation after 21 February 2018.
