Orbital ATK (OATK) is the intended sole-source because in accordance with (IAW) FAR 6.302-1 OATK is the only known source to the government that can provide flight certified RATO motors and initiators.


IAW FAR 5.207(c)(16)(ii), any responsible source that believes it can provide flight certified RATO motors and initiators may submit a capability statement, proposal, or quotation, which shall be considered by the United States Air Force.


Please note that since this a synopsis for a contract modification action, a formal solicitation will not be published on FBO.gov. Therefore, any responsible source that wishes to be considered IAW FAR 5.207(c)(16)(ii) will need to respond to this synopsis.


(16) Description.


RATO motors and initiators create a sub-system to the Air Force Sub-Scale Aerial Targets (AFSAT) BQM-167A system. As a flight certified system, the RATO sub-system is highly specialized due to specific physical and operational characteristics as well as the support infrastructure that supports the sub-system and system level operations. Specifically, the RATO sub-system requires Peculiar Support Equipment (PSE) and software systems that effect the BQM-167A as well as the flight preparations operations. The Operational Flight Programing (OFP) of the BQM-167A is sensitive to specific characteristics of the RATO such as weight, thrust curve, action time, center of gravity, moments of inertia, and total impulse.
