In accordance with and pursuant to FAR 36.6, The USDA Forest Service, Inyo National Forest, is seeking qualification statements of Architect‐Engineer (A/E) firms to provide professional design services and past performance information from vendors interested in providing professional architect and engineering services at Rock Creek Lake, Inyo National Forest, CA to design improvements to the existing Rock Creek Lake Boat Launching Facility (BLF).

This acquisition is for a Total Small Business Set‐Aside. The Government will only accept qualifications from small business concerns. All other firms are deemed ineligible to submit offers. The North American Industry Classification (NAICS) Code is 541310. To be considered a small business under NAICS Code 541310, Architectural Services, average annual revenues must be $7.5 Million or less.

The Government intends to award one Firm Fixed-Price contract for Design Professional services include planning, design, construction contract administration, and post construction contract services.

Estimated Period of performance May 1, 2019 to April 22, 2020.
Estimated Magnitude for the subsequent construction project is
Between $100,000 and $250,000


LOCATION: Rock Creek Lake Boat Launch Facility is located approximately 190 miles South of Reno, NV and the closest substantial community to the facility is the town of Mammoth Lakes, Ca approximately 30 miles to the north West.
The facility is located on the north side of Rock Creek Lake, which is part of the Rock Creek area in the Eastern Sierra of California. This are is part of the White Mountain Ranger District on the Inyo National Forest.


The solicitation package will be uploaded when ready, approximately 24 March, 2019. The date of award is expected to be within 10 days after the actual response date, which will be stated in the package and possibly changed in one or more amendments.

The purpose of this notice is to meet the FAR 5.201 and 36.213-2 requirements.
