This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number for this requirement is FA9101-19-Q-0004.
The North American Industry Classification System code (NAICS) is 335312, with a Small Business Size Standard of 1250 employees. A firm fixed price purchase order will be awarded.
DESCRIPTION: See Statement of Work 14566-18-002 dated 11 October 2018, attached to this solicitation.
SET-ASIDE: IAW FAR 19.501(c), this acquisition will be a 100% Small Business Set-aside.
BASIS FOR AWARD: The Government will award a purchase order resulting from this request to the responsible offeror whose offer conforming to the solicitation is the lowest priced technically acceptable offer (LPTA). The following factors shall be used to evaluate offers: Price and Technical Acceptability. See Instructions to Offerors and Evaluation Criteria, included in this solicitation. Reference below Addenda to 52.212-2, Evaluation -- Commercial Items for more information.
DELIVERY ADDRESS: Arnold Engineering Development Complex White Oak, MD 20903.
DELIVERY DATE: Base CLIN0001, 0003, 0005, and 0007 - during an 8 week scheduled outage. If option CLIN0002, 0004, 0006, and 008 are awarded with Base CLINs or separately, total period of performance remains 8 weeks during scheduled outage.
NOTE: Utility outage will be required for this effort. Work must be performed during scheduled outage.

SITE VISIT: Prior to submission of quotations, a site visit will be held on February 5th, 2019 at 10:00 AM EST in building 403 (Ref: 52.236-27, Site Visit (Construction) - Alternate 1). Hard hats, safety glasses, and safety shoes are required for the site visit. Contractor is responsible for bringing own protective equipment. If attending, provide name of attendee(s), company name, citizenship, and telephone numbers to Kristi Martin at kristi.martin.6@us.af.mil 48 hours in advance of date of event.
QUOTE DEADLINE: Receipt of offers are due no later than February 28th, 2019 at 2:00PM Central. Quotes may be emailed to Kristi Martin, at kristi.martin.6@us.af.mil. ; For any questions, please call 931-454-5139. Quotes received after this date and time may not be reviewed.
QUOTE SUBMISSION INFORMATION: Quotes can be e-mailed to the address or number identified above. If you e-mail your quote, page 2 (or equivalent*) must be scanned so we have a signed quote. Your offer shall include but is not limited to the following:
1. Complete (must be signed) Page 2 of Combined Synopsis/Solicitation (or contractor equivalent*)
2. FAR 52.212-3, Offeror Representations and Certifications (or certification in SAM.gov)
3. Quotes shall be firm up to 30 calendar days from due date of quote.
*The offeror is not required to use Page 2 of this Combined Synopsis/Solicitation; however, if you choose not to use it, all of the information on Page 2 must be included in your offer.
SAM/DUNS/WAWF: All offers must list your DUNS number, CAGE code, and Federal TIN with Company name, POC, and phone number.
