Review and Audit of Filings
The Department is soliciting proposals for the services of an independent auditor/consultant/expert witness with regulatory accounting, auditing, finance, economics and rate-making expertise to audit and review VGS's annual base rate filings, earnings sharing adjustments and other periodic filings and requirements covered in the Board Order issued on August 21, 2012 (attached) covering its Alternative Regulation Plan (“Plan”). The Plan expires on September 30, 2015, but may be extended for two successive two year terms. The auditors/consultants hired will collaboratively work with the Department to review and audit each annual or periodic base rate filing to be made under the Plan for the plan period for (a) compliance with Vermont generally accepted regulatory accounting and rate-making principles and practices as established through Board Orders including cost-of service filings, and (b) compliance with the Plan. For the work to be done under this RFP, the auditors/consultants will be expected to conduct a limited review and audit of annual and periodic filings that will be scheduled and completed over a shorter time period than a fully litigated rate investigation. The auditors/consultants will be expected to work with VGS during the compilation of filings and file a report with the Board and Department regarding its audit findings and recommendations within one week after the annual filings are submitted to the Board and within thirty days after the periodic filings are submitted.
