Retractable Sheave Coating

This sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Navy to contract for any supply or service whatsoever. Furthermore, the Navy is not seeking proposals at this time. Responders are advised the U.S. Navy will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party's expense.


Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations.


Naval Air Systems Command (NAVAIR), Naval Air Warfare Center - Aircraft Division (NAWCAD) is seeking potential sources for a planned procurement of the application of two (2) coatings onto the Mark 7 MOD4 Retractable Sheave Support Cylinder; one each of Eatonite and Ultimet. The support cylinder weldments of the Retractable Sheave Assembly are manufactured out of ASTM A514 or ASTM A508 low alloy steel with an outer diameter of 34.117 +.000/-.002 inches and 32 Ra max finish. The cylinders are currently coated with an HVOF (high velocity oxy fuel) flame sprayed tungsten carbide coating (Metco 5803) for corrosion and wear resistance. The sources sought would be required to remove the existing coating on the cylinders, machine to remove any underlying corrosion, apply the new coating/cladding up to 0.125" thickness, and final grind to drawing dimensions.


The support cylinder weldment drawing is marked with Distribution Statement D and limits availability to U.S. Navy agencies and their contractors. The Retractable Sheave is used in a crucial shipboard system supporting the recovery of aircraft. The use of incorrect or defective material would create a high probability of failure resulting in a serious loss of a vital shipboard system.


THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The Navy is not obligated to and will not pay for any information received from potential sources as a result of this notice.


ELIGIBILITY: The PSC for this requirement is K017; the NAICS is 332812. All interested respondents must have a Data Universal Numbering System (DUNS), be registered in the System for Award Management (SAM), and submit a current copy of your Military Critical Technical Data Agreement (DD Form 2345) in order to receive the weldment drawing.

SUBMITTAL INFORMATION: It is highly recommended that interested businesses submit a capabilities statement to the contracting office. The specific content and length of the capabilities statement is at the discretion of the supplier, however, the following is strongly recommended to be included:


1.    Supplier Contact Information to include: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, and e-mail address.
2.    Supplier Profile to include: Number of employees, DUNS number, and Cage Code
3.    Supplier Description
4.    Supplier brochure (if available)
5.    Supplier Website


If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in the specifications.


Submission of the above information does not guarantee you will become an approved source.


All interested parties are highly encouraged to submit sources sought responses, preferably via electronic mail. While the Navy will use this information for future acquisition planning, it will NOT release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company's approach relative to another competitor. All information received in response to this sources sought is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations.
