The U.S. Army Corps of Engineers, Wilmington District requires a contract for the restoration of approximately 18 acres of aquatic ecosystem habitat, spanning along approximately 3,820 linear feet of stream, including associated, adjacent riparian buffer areas. The outputs of the proposed project will result in restored and protected aquatic and riparian habitat, increased fish and benthic species abundance and biodiversity, reduction in input of sediment and other nonpoint source pollutants, stabilized streams, and improvement of aesthetics in an urbanized environment. In-stream and riparian buffer restoration activities will improve water quality and establish a healthier aquatic ecosystem capable of sustaining the necessary refuge and feeding habitat for fish and other aquatic fauna.

The project consists of the aquatic ecosystem restoration of approximately 3,820 linear feet of Stricker Branch (SB-IN1) from U.S. 29/Concord Parkway to Evans Street NW. Aquatic Ecosystem Restoration will be accomplished by providing in-stream structures and channel. In addition, three water quality Best Management Practices (BMPs) will be constructed within the Stricker Branch watershed. SB-1 is a stormwater wetland system located in the floodplain along the west side of SB-IN1. Two stormwater dry detention ponds (SB-10 and SB-11) will be constructed adjacent to Morton Ave. SW on WIL-MAR Realty property and adjacent to Harris ST. NW on David S. Snyder property to reduce the amount of runoff entering and erosion in the downstream channel.


The proposed project streams are located in the City of Concord, North Carolina, in Cabarrus County, in the Piedmont region of NC, approximately 20 miles northeast of Charlotte, NC. The study area is experiencing rapid residential and commercial development, both resulting from urban sprawl generated by the nearby booming economy of Charlotte. The stream includes Stricker Branch.


The contract issued will be Firm Fixed Price.


The Magnitude of Construction of this project is between $1,000,000.00 and $5,000,000.00.


This solicitation will be issued in electronic format only and will be available on or about MAY 29, 2019. The bid opening date will be specified in the solicitation when it is issued. The bid must comply with the definitive responsibility criteria outlined within the solicitation in order to be considered for award. No additional media (CD-ROM, floppy disks, facsimiles, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is a 100% set aside for Small Businesses. The North American Industry Classification System (NAICS) code is 237990 - Other Heavy and Civil Engineering Construction and the size standard is $36,500,000.00.
