The Department of Veterans Affairs plans to award a sole source contract for services and responsibilities required of a residential substance use disorder contract facility to provide American Society of Addiction Medicine (ASAM) Levels 3.3 (therapeutic community substance use disorder treatment and room and board to eligible MALE and FEMALE Veterans referred by the VA Salt Lake City Health Care System (VASLCHCS). Veterans will be referred to the approved Substance Use Disorder Residential Treatment Facility by the SLCVAMC s Services for Outpatient Addiction Recovery (SOAR) Program s Residential Placement Coordinator/designee. The contract will an Indefinite Delivery Indefinite Quantity (IDIQ) with multiple CLINs. The performance period is anticipated to be a twelve-month base period with 4 one-year option periods. The anticipated award date for this contract is 30 September 2018. A Justification and Approval (J&A) will be posted to explain why this requirement is determined to be a sole source requirement.
The current contractor is Odyssey, Inc., 607 East 200 South and 68 South 600 East, Salt Lake City, UT.
The Government intends to award a contract based on this announcement.
Mr. Terry Whitfield, Contracting Officer, NCO 19, is the Ombudsman for this procurement and has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
