The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the Eastern District of California.


Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, April 2017".


This will be for an indefinite delivery, indefinite quantity type contract with firm fixed unit prices.


The 1st RRC In-House Line Item requirement will consist of a guaranteed minimum of 18 beds in which 16 will be designated for males and 2 will be designated for females for the One-year Base Period. The RRC In-House requirement will consist of a maximum of 45 beds in which 39 beds will be designated for males and 6 beds designated for females for the One-year Base Period and each of the Nine One-year Option Periods. This line item will be located in the Northern Eastern District of California to include the following counties: Siskiyou, Modoc, Trinity, Shasta, Lassen, Tehama, Plumas, Glenn, Butte, Sierra, Colusa, Yuba, Nevada, Placer, Sutter, Yolo, El Dorado, Solano, Sacramento, Amador, Alpine, Calaveras, and San Joaquin.


The Home Confinement requirement for the Northern Eastern District will consist of a guaranteed minimum of 6 placements to include both males and females for the One-year Base Period and a maximum of 15 placements to include both males and females for the Base Period and each Nine One-year Option Periods.


The Northern Eastern District Home Confinement Radius will be within the entire Northern Eastern District of California.


The 2nd RRC In-House Line Item requirement will consist of a guaranteed minimum of 12 beds in which 11 will be designated for males and 1 will be designated for females for the One-year Base Period. The RRC In-House requirement will consist of a maximum of 30 beds in which 26 beds will be designated for males and 4 beds designated for females for the One-year Base Period and each of the Nine One-year Option Periods. This line item will be located in the Southern Eastern District of California to include the following counties: Stanislaus, Tuolumme, Mono, Merced, Mariposa, Madera, Fresno, Kings, Tulare, Kern, and Inyou.


The Home Confinement requirement for the Southern Eastern District of California will consist of a guaranteed minimum of 4 placements to include both males and females for the One-year Base Period and a maximum of 10 placements to include both males and females for the Base Period and each Nine One-year Option Periods.


The Southern Eastern District Home Confinement Radius will be within the entire Southern Eastern District of California.


It is the intent of the Government to award all line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government.

Hard copies of the solicitation will not be available. The site provides downloading instructions. Future information about this acquisition will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of 15BRRC18R00000175 will be on or about April 26, 2019.
