This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate solicitation will not be issued. This solicitation number is VA261-17-Q-0389, is a Request for Quote (RFQ), and is a Full and Open competition. The associated North American Industry Classification System (NAICS) code is 623220 Residential Mental Health and Substance Abuse Facilities, and the small business size is $15M annually. Due to the nature of this requirement and the goal to establish multiple BPA s, this requirement is NOT set-aside for small businesses. The Veterans Administration seeks to provide the necessary care for our veterans regardless of business size. The most important factor for consideration is the ability to provide proper treatment and location.

The Sacramento VA Medical Center, has a requirement for Residential Mental Health and Substance Abuse Facilities. This RFQ will result in the award of a Firm Fixed Price Blanket Purchase Agreement (BPA) for a duration of 1 year and a maximum value of $300,000.

CLIN 0001 Residential Treatment Services June 1, 2017 May 31, 2018 (dates will be based off award date and may change slightly)


The Veterans Administration is seeking interested parties who are capable of fulfilling the requirement for Residential Treatment Services for the Sacramento VA Medical Center. The Veterans Administration intends to establish multiple BPA s for the above services with facilities that are located within 20 miles of the Sacramento VA Medical Center, CA. The contractor must have a fully operation facility capable of the requested services.
The issuance of a BPA does not guarantee any orders. The requirements in this area vary greatly from week to week. The VA is seeking established treatment facilities with a physical presence in the area who are capable of providing on an as need short notice basis. The BPA(s) will be used to order treatment days as needed to accommodate distressed individuals. The treatment location will be decided based on the referring physician s diagnosis and the veteran s preference of treatment facility. Interested parties must be registered in the government data base at www.sam.gov
Quoters should thoroughly review the solicitation, including attachments, and be familiar with the requirements prior to submitting quotes in order to be fully aware of the scope of supplies and/or services required.

Respond to the requirements of this RFQ by completing the blanks in the Price Cost Schedule of Supplies and Services. The response to this RFQ should be emailed to david.decker5@va.gov. Please ensure that the subject line of all emails include VA261-17-Q-0389.

Currently quotes will be accepted till 12:00 pm Eastern Standard Time (PST) on June 1, 2017. The Veterans Administration seeks to setup multiple facilities and may award BPA s before this date. The Veterans Administration may also consider quotes received after this date for the purpose of having multiple facilities capable of performing the required treatment services.

At this time, a site visit IS NOT planned for this acquisition.

CLAUSES, PROVISIONS, AND ADDITIONAL INSTRUCTIONS

1. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.

2. FAR part 52.212-1, Instructions to Offerors-Commercial and FAR part 52.212-4 apply to this acquisition and addenda is attached.

3. FAR 52.212-2 Evaluation Commercial Items Basis of award The BPA(s) will be awarded to multiple facilities within the local area who are capable of providing the required residential treatment services. The decision of where to send the veteran for treatment will be based on the referring doctor s recommendation and veteran s preference. The facility must be fully operational, have any and all necessary license, and be able to accommodate veterans as needed.
