The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, under Full and Open Competition, Educational Services in support of the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RD and A)). Performance will take place at the contractorsb facilities within the CONUS.

A Firm-Fixed Price, Multiple Award, Indefinite Delivery/Indefinite Quantity contract is anticipated. The work provided under this contract will be course development, delivery and post-course support, as well as deep dive facilitation to achieve formulation of strategic direction. The specific courses and/or tasks required under these contracts will be identified on individual task orders issued under these contracts.
Travel will not be required in support of this requirement.

This procurement will be processed in accordance with FAR Part 12 and 15. Under this requirement, the Government intends to make multiple awards for the entire contract. The awarded contracts will be Firm Fixed Price (FFP) - Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts with a five (5) year ordering period beginning 1 October 2019 through 30 September 2024, plus one (1) six-month option period from 1 October 2024 b 31 March 2025 IAW FAR 52.217-8.

The offeror shall be a school or university with a graduate program accredited by the Association to Advance Collegiate Schools of Business (AACSB). The Request for Proposals (RFP) will require affirmation of minimum qualifications including the submission of proof of accreditation.

The North American Industry Classification System (NAICS) Code is 611310; size standard $27,500,000M.
The FSC is U099.

All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The RFP will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto.

The Government will not pay for information received. It is anticipated that the solicitation will be released on or around 20 June 2019. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the System for Award Management (SAM) database to be considered for award.

Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
