Research on the Improvement of the Unicon Programming Development Environment in Supporting Biomedical Computing

It is the intent of the National Library of Medicine (NLM) to enter into a sole source procurement with University of Idaho, 875 Perimeter Drive, MS 3020, Moscow, ID 83844-3020, to support on-going development and tuning of the Unicon Programming Development Environment. Award of any contract is contingent upon the availability of funds. This action is under the authority of 41 U.S.C.253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.5, Test Program for Certain Commercial Items. The intended procurement is classified under North American Industry Classification System Code (NAICS) 541990 All Other Professional, Scientific, and Technical Services with a business size standard of $15.0 million.
This project will improve the scalability of Unicon programming language tools, optimize and maintain the compiler, improve performance over multi-core processors, and enhance the source level debugger and profiler, with the continuing goal of supporting systems such as the SIS-Budget and SSEUS database applications and their infrastructure tools.
The period of performance is anticipated to be for a period of twelve (12) months beginning approximately April 28, 2017 to April 27, 2017 with (4) one year option. Award of any contract is contingent upon the availability of funds.
This solicitation incorporates provision and clauses in effect in the FAC 2005-94, 2005-95 FAR Revision effective January 19, 2017, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about April 20, 2017. This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NLM to determine if the party can meet all of the foregoing requirements.

A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
This notice does not commit the Government to award a contract. NO collect calls will be accepted. NO facsimile transmissions will be accepted.
