This is a combined synopsis/solicitation prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority in FAR Part 13, and FAR Part 12, Acquisition of Commercial Items (Title VII of the Federal Acquisition Act of 1994 (Public Law 103-355)). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 (effective 06 May 2019).


The period of performance for services is for one base period of twelve (12) months. The NAICS classification is 541720 Research and Development in the Social Sciences and Humanities. The small business size standard is $20.5M.


The Small Business Administration (SBA) Acquisition Division, intends to procure a Fixed Price Purchase Order for Research on Small Business Topics on Entrepreneurship Demographics. See the attached Statement of Work for details.


This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote preparation costs.

*Per FAR 52.232-39, ALL OFFERORS WHO INTEND TO SUBMIT QUOTES AGAINST THIS SOLICITATION MUST BE REGISTERED AND ACTIVE IN WWW.SAM.GOV. OFFERORS WHO ARE FOUND NOT TO BE REGISTERED OR ACTIVE SHALL NOT BE CONSIDERED ELIGIBLE FOR AWARD.
