Research and Evaluation of the CAROLINA COVENANT
This Request for Proposal is being issued to seek bids for a comprehensive study of the Carolina
Covenant for the University of North Carolina - Chapel Hill, Office of Scholarships and Student Aid.
The selected contractor will conduct a comprehensive evaluation of the Carolina Covenant, using data
provided by the University and generally-accepted research methodologies, to determine the extent to
which the Carolina Covenant is successfully meeting its goals and assess whether modifications would
improve its effectiveness.
The project shall have two deliverables:
1. An interim draft report with preliminary findings and description of the methodologies used for
each component of the report.
2. A final written report including study background, methodologies, findings, conclusions, and
policy implications.
Success will be determined by the extent to which the study and its supporting documentation, detail, and
analysis, and the resulting report respond to the research questions posed by the University.
