Requirement for Nonstandard Weapons Accessories
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The U. S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ, in support of the U.S. Army Research Development Engineering Command Armament Research Development and Engineering Center (RDECOM-ARDEC) and Several Program Offices, intends to issue a solicitation to all Basic Ordering Agreement (BOA) holders to procure the following:
1. 155 Armorer's Tool Kit: New Production (Kit includes 7.62 x 39 broken shell extractor, 7.62 x 54R broken shell extractor, 7.62 x 39 Go/No-Go gauges, 7.62 x 54R Go/No-Go gauges, AK-47/SKS front sight tool, No. 10 slot head screwdriver, 6 quote mark chain nose pliers, 1 quote mark nylon/brass hammer, 4 oz. ball peen hammer, 6 quote mark adjustable crescent wrench, 6 quote mark mill file, starter punch set (1 16 quote mark , 3 32 quote mark , 1 8 quote mark & 5 32 quote mark ), pin punch set (1 16 quote mark , 3 32 quote mark , 1 8 quote mark & 5 32 quote mark ), prick punch, center punch, Delrin bench block, double-ended nylon gun parts cleaning buish, stainless steel cleaning brush, #3 acid brush, cleaning rod (4 sections with slotted tip), 8-32 to 5 16 quote mark -27 rod adapter, Double-Tuff phosphor bronze bore brush set (7.62mm, 12.7mm, 18mm & 40mm), 40mm cotton bore mop, and (100) 1 quote mark dia. heavy duty flannel cotton patches, in a heavy duty O.D. green Cordura nylon case. Case is approximately 11 quote mark (27.9cm) long, 9 quote mark (24.1cm) high, and 3 quote mark (8.9cm) thick).

3. 250 AK Rifle Magazines: 7.62x39mm Caliber, New Production, Steel, 30 Round Capacity
4. 250 AK-47 Rail Systems: New Production, Midwest Industries 2-Piece Handguard Universal Quad Rail AK-47, AK-74 Aluminum with Standard Topcover. Substitutions for similar items are not acceptable for this requirement
5. 400 AK-47 Sight Tools: New Production, TAPCO WEAPONS ACCESSORIES - SKS/AK-47 FRONT SIGHT TOOL, Part Number 100-003-415WB MFG Part: TOOL0312. Substitution for the polymer Key type tool is not acceptable for this requirement.
6. 400 AK-47 Slings: New production, Color: Black, Material, Nylon and Length: Adjustable. Must be suitable for use on a full-stock AK or AKM rifle.
7. 250 Magazine Pouches: New production, Double Mag Pouch Molle
8. 150 AK-47 Chest Rigs: New Production, Chest rig magazine carrier capable of carrying at least four (4) 7.62x39mm Caliber, 30 round AK Magazines. Material must be nylon.
While the Government requirements for Quantities of each item are firm, the Government realizes that due to availability issues, Offerors may not be able to submit proposal for the full quantity requested. Please note that the Government will review submissions from Offerors which represent the best possible quantities the Offerors can obtain that do not exceed the quantities listed above and within funding limits.
Please note that only contractors that have received previously established Basic Ordering Agreements (BOAs) under W15QKN-12-X-C003 will be issued a solicitation. If you believe you are capable of supplying the abovementioned Non-Standard Weapons (NSW), please respond to the Government's open and continuous sources sought notice, W15QKN-12-X-C003 and follow the detailed instructions. Responses to the sources sought notice will be assessed to determine the contractor's capabilities, and if determined capable, the contractor will be awarded a BOA.
The proposed contract action is for supplies for which the Government intends to solicit under the authority of FAR 16.703. The Government expects to award a Firm Fixed Price contract to the offeror that provides the best value to the Government. This notice of intent is not a request for competitive proposals. In addition, the Government will not pay for any information provided under this notice.
