The scope of the Report will cover program activities funded under the F5VC Commissions three strategic initiatives: (1) Early Learning; (2) Family Strengthening; and, (3) Health. These strategic initiatives are linked to a specific set of evaluation questions, programmatic benchmarks and outcomes measures. The seven program activity areas to be evaluated are: preschool; early education for parents and children together; mental health services; service coordination/case management; developmental screenings; access to health insurance and oral health services.
