Request for Proposals for Procurement Process Review and Analysis
The Santa Clara Valley Water District (District) is seeking proposals from qualified consulting firms or individuals with expertise in public procurement to assist in the development and implementation of procurement best practices throughout the entire organization. The selected proposer (Consultant) will utilize the findings of an external audit conducted in 2008, any internal assessments available, identified District procurement practices and Consultants research and professional judgment, to evaluate Districts current policies and procedures, and to provide process improvement recommendations reflective of best management practices at comparable agencies. In accordance with proposed recommendations, Consultant will develop a procurement manual comprise of ISO Level II and Level III work procedures for Districts Procurement & Inventory Management Unit (PIMU) and Consulting Services Unit (CSU). Consultant will also submit to the District an Implementation Plan detailing any organizational changes, procurement practice changes, and enterprise system improvements necessary for successful implementation of the the procedures contained in the procurement manual.
