The City seeks the services of a qualified consultant or consultant team for land use, zoning, urban design, wayfinding and strategic planning services. The focus of the work is the Central District, an important mixed use area in Highland Park, which includes the City's downtown. As is frequently stated by local leaders, "downtown is everybody's neighborhood." The downtown is an important generator of jobs and tax revenues for the City and is the heart of the community with major civic buildings and spaces that host numerous community functions large and small. Sustaining the success of the Central District as a vibrant community gathering spot, a commercial hub, and as a residential neighborhood is critical to the community and the focus of all downtown planning projects.
This request for proposal is issued by the City of Highland Park in conjunction with the Central Business District Property Owners Association (POA). These two organizations will review the submitted proposals, interview selected applicants and decide the consultant or consultant team that will be selected. Funding for the consulting work is to be provided by both the City of Highland Park and the POA.
