Request for Proposals for Investment Consultant for College Savings Pool
The Office of the State Treasurer is issuing this Request for Proposal for an investment consultant
(Consultant) for the Treasurers College Savings Pool, which includes the Bright Start
College Savings Program and the Bright Directions College Savings Program, pursuant
to 15 ILCS 505/16.5. The responsibilities of the Consultant include but are not limited to
overseeing the Pool, including providing prospective and retrospective review of Pool
performance and investment strategy effectiveness; monitoring compliance of the Pool
with the Treasurers Investment Policy Statements as well as relevant statutory
compliance, as applicable; attending ad hoc meetings with representatives from the
Treasurer, conducted on an at least quarterly basis, to discuss the performance of the
Pool; submitting monthly Pool performance reports to the Treasurer; monitoring and
providing recommendations regarding Pool investments and investment strategy.
