The Global Green Growth Institute was founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion and environmental sustainability.

GGGI supports stakeholders through two complementary and integrated work streams - Green Growth Planning & Implementation and Knowledge Solutions - that deliver comprehensive products and services designed to assist in developing, financing and mainstreaming green growth in national economic development plans.

GGGI's interventions emphasize change in four priority areas considered to be essential to transforming countries' economies including energy, water, land-use and green cities.

Headquartered in Seoul, Republic of Korea, GGGI also has representation in a number of partner countries.

Project Background and Objectives

Since 2011, GGGI has partnered with the Royal Government of Cambodia (RGC) to support the development of Cambodia's national green growth roadmaps, policies and plans. The early focus of the partnership centred on supporting the development and launch of Cambodia's 'National Policy and Strategic Plan for Green Growth for the period 2013-2030'. GGGI conducted a comprehensive review of green growth policy opportunities across a range of sectors, as input to the national policy and strategic plan, and supported the establishment of institutional arrangements for the coordination of green growth policies and actions at the national level.

In 2015, GGGI began the implementation of the first phase of the 'Cambodia Green Urban Development Program' (the 'Program'), which will support the RGC with green growth investment planning in the urban sector. GGGI has partnered with the RGC to produce a methodology for cities in Cambodia to develop a Green City Strategic Plan; to be piloted through the development of a Green City Strategic Plan for the City of Phnom Penh. The methodology will enable cities to assess and prioritize green growth investment projects for implementation and will consider all aspects of green urban development, such as low carbon, climate resilience, efficiency in resource use, as well as social inclusion and poverty alleviation elements. The Green City Strategic Plan for Phnom Penh will lay the foundation for the city to implement green growth starting from 2016.

The second phase of the program is commencing in July 2016 to develop an Investment Action Plan to support the implementation of a priority green city project identified by the Green City Strategic Plan for Phnom Penh. The Program is managed and implemented by the Department of Green Economy, within the General Secretariat of the National Council for Sustainable Development and GGGI. It is expected that the Department of Green Economy will provide coordination support and liaison with relevant government agencies and development partners, and provide technical and advisory inputs to the Program throughout the course of the Program implementation. The other key stakeholders for the Program in Phase Two include the Phnom Penh Capital Hall (PPCH) particularly its Department of Mines and Energy, the Ministry of Economy and Finance, the Ministry of Industry and Handicrafts, the Ministry of Mines and Energy, the Department of Climate Change within the General Secretariat of NCSD, the Electricity Authority of Cambodia, Electricite du Cambodge (EDC), businesses working in energy efficiency and cleaner production (SMEs), development partners and the banking sector (both commercial and development banks). The Program will also receive inputs from experts from academia, and civil society to support the program implementation, including through consultation workshops led by the General Secretariat for NCSD and GGGI. The Program will fully integrate the following cross-cutting issues: sustainability, efficiency, gender equality, social inclusion, poverty alleviation, private sector engagement and strengthening economic growth. In relation to these, GGGI will seek to organize meetings and workshops through collaboration.
