SUBJECT:
The 407th Supply Chain Management Squadron located at Robins Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the manufacture of the NSN listed below. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Pre-solicitation Conference. The Government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies who have a license or agreement with the Original Equipment Manufacturer to complete the work described, including military specific modifications.


The following Items is being researched:
Solid State Flight Data Recorder, NSN 6610-01-501-1161CX, PN 2100-4042-53.


ITEM DESCRIPTION
The Solid-State Flight Data Recorder (SSFDR) records 64/128/256/512/1024 words-per-second flight data for a minimum of 25 hours. Procurement of the SSFDR is intended to ensure the availability of the assets necessary to support the current mission requirement of the C-5 and C-130 aircraft. This will be an effort where the contractor will provide the Government with A-Condition serviceable assets that will meet form/fit/function and integrated in the next higher assembly.

Impediment to Competition:
The original equipment manufacturer for these items is L3 Aviation Products which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, L3 Aviation Products is the only known source with adequate knowledge of the above NSN for performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.


INTEREST
The DLA/AWB Contracting Office intends to award a sole source contract to L3 Aviation Products for the acquisition of the above NSN's in support of the C5 and C130 aircraft platform. This NSN is crucial for maintaining operations and training. Other interested parties may identify their interest and capability to respond to the requirement no later than 25 July 2019 to dla.dlr.proc@us.af.mil and/or Jennifer Nobles jennifer.nobles.1@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
