FBO Post Title:  Request for Interested Manufacturers of 5955-01-041-1201EW, ALQ-122 Voltage Control Oscillator (VCO)

SUBJECT:

Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for production of the ALQ-122 VCO, NSN 5955-01-041-1201EW, PN 52P04309D001.

ITEM DESCRIPTION

The VCO is located inside the ALQ-122 Receiver and is a voltage tuned oscillator; the output radar frequency is dependent on the tuning voltage. The AN/ALQ-122 (V) receiver processor system operates in conjunction with the AN/ALT-16(A) transmitting set. These systems are paired together because they are designed to counter early warning and acquisition radars. The AN/ALQ-122 (V) system automatically searches, acquires and tracks threat signals and generates a narrow band, low duty cycle ECM program to deny range and azimuth position to threat radars. The AN/ALT-16(A) transmitters are used to linearly amplify the low level jamming signals generated by the AN/ ALQ-122. The antennas located at the nose and aft positions on the aircraft are common to both systems and based upon received signal characteristics, the optimum antenna is automatically selected for each threat. The B-52H is the platform that employs the AN/ALQ-122 (V).

Impediment to Competition:

The original equipment manufacturer for this item is Syntonic Microwave Incorporated (CAGE 3TSX4), which maintains its configuration by part number. The Government owns a specification drawing that contains enough information for a new vendor to utilize in support of this requirement.  However, Syntonic is the only known source with adequate knowledge of the ALQ-122 VCO performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.  Screening analysis has determined that First Articles will be required for a new vendor to qualify, which can take up to 18 months.  This time frame is assuming that the ALQ-122 test station will be available for qualification testing.

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to Syntonic for the manufacture of the ALQ-122 VCO.  Other interested parties may identify their interest and capability to respond to the requirement no later than 28 August 2018 by emailing your name and email address to kimberly.holland@us.af.mil and dla.dlr.proc@us.af.mil. ; The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
