The 407th Supply Chain Management Squadron located at Robins Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the manufacture of the NSN(s) listed below.  The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Pre solicitation Conference.  The government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies who have a license or agreement with the Original Equipment Manufacturer to complete the work described, including military specific modifications.  

 

The following Items is being researched:

Intercom Control, NSN 5831-00-535-8123, PN A81-90. 

 

ITEM DESCRIPTION

             The Intercom Control assembly is part of the high reliability, bulkhead mounted; Intercommunication Stations designed for airborne installations on the AIC-25 systems that are utilized on the F-16C/D, E-8C and C-5 aircraft platforms. The Microphone Amplifier of the Intercom Control increases the audio voice signals of the microphone to a volt level required on the Interphone line and in additional the Headset Amplifier raises the level of signals from the Interphone line to levels suitable for driving the Headsets.  This NSN is crucial for maintaining operations and training.     

 Impediment to Competition:   


            The original equipment manufacturer for these items is Andrea Systems LLC CAGE       (3GET4) which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Andrea Systems is the only known source with adequate knowledge of the above NSN's performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.   


 

               INTEREST

        The DLA/AWB Contracting Office intends to award a sole source contract to Andrea Systems for the acquisition of the above NSN's in support of the F-16C/D, E-8C and C-5 aircraft platforms.  This NSN is crucial for maintaining operations and training.  Other interested parties may identify their interest and capability to respond to the requirement no later than 29 May, 2018 to dla.dlr.proc@us.af.mil and/or Charles Bentley Charles.Bentley.6.ctr@us.af.mil.  The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
