1. Disclaimer and Important Notes: This posting is a Request for Information (RFI) from interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotations (RFQ), and it is not a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Further, the Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.


2. Description: The Department of Homeland Security, U.S. Coast Guard (USCG), Command, Control and Communications Engineering Center (C3CEN), Vessel Traffic Service uses Red Box Quantify audio recorder software to record and playback analog VHF and telephone voice communications in assigned ports nationwide. The current server operating system, MS server 2008R2, is at end of life. The U.S. Coast Guard seeks license upgrade solutions for the current inventory of Red Box recorders.


3. REQUIREMENTS: The proposed solution shall:
a. Provide Windows Server 2016 and ensure compatibility with Redbox Quantify software.
i. Install Windows Server 2016 to government provided server hardware and configure Redbox Quantify software. ( a minimum of six (6) and a maximum of twelve (12) USCG owned Redbox Recorders.
ii. Ensure that the product and license agreement allows government personnel to apply Department of Defense (DOD) Security Technical Implementation Guide (STIG) hardening upon receipt.
iii. Ensure that the product and license agreement allows government personnel to apply monthly Microsoft security patches upon receipt.
b. Provide the latest version of Redbox Quantify software (version 5 or better).
i. Install and configure Redbox Quantify software to support up to 32 channels of audio in accordance with Redbox specifications.
ii. Configure and ensure compatibility with the Audio Codes Model LD series audio card.
c. Provide digital or physical media copies of Windows Server 2016 and Redbox Quantify software for reinstallation purposes.
d. Provide installation and configuration instructions for Windows 2016 and Redbox Quantify software.
e. Ensure compatibility with Super Micro X10SLA-F, X9SCL/X9SCM, and PDSM4 mother boards.
f. Provide as an option, a maintenance solution to include phone support, software updates, security patching assistance and diagnostic services.


4. RFI RESPONSE
4.1 Requested information to be included in the response: Interested parties are encouraged to submit a response, which supports the company's claim that it presently has the products that provide the technology, performance, and functionality required to satisfy the requirements or submit a response, which identifies areas in the system requirements that their company does not meet. The Coast Guard's requirement may be refined based on knowledge gained from RFI submissions. Specifically, any interested parties should provide the following information:
4.1.1. Name of Company and DUNS number
4.1.2 Point of contact and phone number
4.1.3 Size of Business according to North American Industry Classification System
(NAICS) Code 541519 Other Computer Related Services.
4.1.4 Positive statement of your interest in this procurement as a prime contractor
4.4.5 Description of your product that might fill this requirement:
a) What type of products do you offer that might fill this requirement? Provide a description of your product's system capabilities and performance, environmental specifications, physical dimensions, power requirements, and network capabilities.
b) Do you offer these products commercially? (Is this item under a current GSA Schedule or do you currently have a contract for this product/service with any other Federal Agency?)
c) Do you offer a commercial product that could be modified to fulfill this need?
d) Do you believe there is a better method of fulfilling this requirement? If so, provide an alternative solution.
e) Do you offer quantity or other discounts to your customers?
f) What are your warranty terms, if any? What is your standard warranty practice? Does your company offer extended warranties? Can you offer an innovative warranty approach that would cover the lag time from delivery and the actual installation of the components?
g) Provide information for any additional charges for special packing and packaging and marking?
h) Do you have a commercial catalog for a related group of products or services?
i) What is your average delivery lead time for this type of product?
j) Do you expect to offer a new product or service sometime in the future that might affect this requirement?
k) Do you provide operation and maintenance manuals?
l) Do you provide an illustrated parts breakdown of the system and its components?
m) Do you provide recommended sparing of parts or system components such as power supplies, hard drives, and recovery discs?
n) Can you provide a sample for preliminary evaluation if requested?
o) Provide information on possible software/security updates?
p) Provide a list of any proprietary data/components or embedded components for this product or data associated with this item?
q) Provide an overview of your level of maturity working with non-proprietary data interfaces and systems.
r) Existing technical documentation and brochures are welcome as attachments as well as product catalogs and price lists.
s) Provide information on prior Government and commercial purchases of the same type (pricing, performance, and customer satisfaction data)
t) Provide description of any built in test feature, a flow chart of the system analysis, and a list of the circuit card or assembly level bit resolution.


4.2 Response Instructions: Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. Each electronic submission shall include:
a. The RFI number in the subject line
b. The maximum number of pages per submission shall be limited to 10 pages.
c. The file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line, if submission includes more than one electronic email
d. A Point of Contact (POC), phone number and email address of the person (in the body of the email) to be contacted regarding any correspondence between the Government and the Vendor. The POC shall be capable of addressing questions or issues associated with the submission and content of the RFI
e. A brief summary of email content, vendor name and the firm's mailing address
