Request for Information for Identification, Reporting, and Removal of Imposter Social Media Accounts

The U.S. Army Contracting Command -New Jersey (ACC-NJ) on behalf of Office of the Chief of Public Affairs (OCPA), Washington DC is currently seeking potential sources with the capability of providing the identification, reporting, and removal of imposter social media accounts. This Request for Information (RFI) serves as a means of conducting market research to identify sources who have an interest in and the resources to support the requirement. All responding sources shall provide a summary of their company's capabilities including the organizations name/address/point of contact, business size, and any socioeconomic considerations under North American (NAICS) code 541519, Other Computer Related Services.
 

1. Respondents are requested to provide answers to the following questions. If your firm is able to provide the capability, please provide additional details regarding your capabilities. If your firm is unable to provide this capability, please respond in the negative and if applicable provide a justification.


Does your firm have the following capabilities:


     A.  An existing commercially available, user-friendly, web-based solution to monitor and mitigate imposter profiles on social media platforms. 

          i. A solution that is automated and secure (not susceptible to hacking)

          ii. The ability to query at a minimum, but not limited to the following social media platforms: Facebook, Twitter, LinkedIn, Google+, Skype, Instagram, and YouTube as well as the ability to include new/additional social media networks as they arise. Please include what platforms you can provide this service to. 

          iii. A platform that is accessible to the Contractor as well as Government personnel 

          iv. Various methods of identifying and searching for imposter profiles (please define available methods)

          v. Various methods of sorting/filtering the data (please define available methods)

          vi. Various options for formulating reports including any exportable graphics/reports/files (please define types available)

          vii. The capability of your firm to provide a system up time 99.97% or greater.


     B. Contractor support personnel to scan, identify, query, report and remove imposter accounts on a specified population of Army Senior Leaders at the Contractor's location. 

           i. Ability to not only report, but facilitate the removal of, and verify the removal of imposter accounts. Pricing structure and options for monitoring individual accounts and pricing tier options to monitoring up to 15, 20, 30 individual accounts is requested.

           ii. Current capabilities as well as previous experiences in filtering social media imposter accounts, malicious links and/or viruses 

           iii. Functional workflow processes to prevent removing non-imposter accounts and convert false-positives into whitelisted accounts that are not reported on future identification/alert lists 

           iv. Utilize, maintain, troubleshoot, and provide progress reports

           v. Provide functional, customizable executive level reports that are exportable to the customer in Adobe Acrobat (.pdf) and Microsoft Excel (.xls) formats containing desired/required information (e.g. last name, rank, social media site, risk level, etc.). Information on types of customization and reporting offered is request. 

           vi. Provide trending analytical data for further analysis by the Government and the available formats (e.g. bar charts, graphs, line charts, showing date/site/alert etc.)

           vii. Information on the type of functional workflow processes to remove impostor accounts (deleted by the social media site) is requested.

           vii. Provide on capability to offer training to Government personnel on the use of the monitoring tool as well as the ability to remove imposter accounts.

           viii. Provide information on your firms ability to provide services 24 hours a day, 7 days a week, for 365 days a year


Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Governments evaluation of the current market conditions for a service contract of this nature.


2. Respondents are requested to also include currently available pricing packages and information on standard subscription options for the capabilities requested above.


3. Respondents must be willing to undergo a Nation Agency Check with Inquiries (NACI) Background Check and Personally Identifiably Information (PII) Training.


This RFI is for information and planning purposes only, and should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey. Any information provided will not be returned. If a formal solicitation is generated at a later date, a separate solicitation notice will be published via FedBizOps.
