RFI Update:  

F-16 ATS Systems is hereby is updated to include the AN/USM-464 Countermeasures Test Set (CTS) as part of the system sustainment activities that will include production, equipment, procurement of spares, software and hardware maintenance and development, testing and modifications, engineering services, and for the operational use of fielded automated testers and support equipment. No other system particulars or synopsis details contained in the original RFI posting has been changed.

This Request for Information (RFI) will be used to identify potential sources in the industry that may be interested in acquisition opportunities with the Government. The Government is conducting market research via this RFI to identify potential sources that possess the modification data, expertise, capabilities, and experience to meet qualification requirements to expertise, capabilities, and experience to meet qualification requirements to support and sustain F-16 Automatic Test Systems (ATS) for the United States Air Force, Foreign Military Sales (FMS), the Multinational Fighter Program, and the Air National Guard (ANG) F-16 Fighter programs at various locations worldwide.

In accordance with FAR 52.215-3:
(a) The Government does not intend to award a contract on the basis of this market research or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although "proposal" and "offeror" are used in this sources sought synopsis, your response willbe treated as information only. It shall not be used as a proposal.
(c) This RFI is issued for the purposed of market research.


INSTRUCTIONS:

• Attached to this RFI is a DRAFT Common Weapon System Testers - AARSV - Performance Work Statement (PWS), dated 13 Mar 18 document containing a description of the Common Weapon System Tester - AARSV requirement and a Contractor Capability Survey to allow you to provide your company's capability to meeting the requirements defined in the DRAFT Common Weapon System Testers - AARSV - Performance Work Statement, dated 13 Mar 2018.


• If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)


• Both large and small businesses are encouraged to participate in this RFI. Joint ventures or teaming arrangements are encouraged.


• Responses must be received no later than close of business August 6, 20.

Background: Previous individual workload-specific contracts have supported and sustained multiple ATS systems but the Government desires to consolidate the activities to ensure future sustainment for ATS systems in a more efficient and streamlined approach, ensuring continued sustainment for five years.


Description of Services: The system sustainment activities will include production, equipment, procurement of spares, software and hardware maintenance and development, testing and modifications, engineering services, and for the operational use of fielded automated testers and support equipment related to the following F-16 ATS Systems: 

      • Avionics Intermediate Shop Systems (AIS)
      • AN/ALM 288 Countermeasures Set Test Set
      • AN/USM-638 Radio Frequency Transmission Line Test Set (RFTLTS)
      • Stores System Tester (SST)
      • Viper Memory Loader Verifier (MLV)
      •  AN/USM-464 Countermeasures Test Set (CTS)


The proposed North American Industry Classification Systems (NAICS) Code is 541330.


Instructions: The Government provides a DRAFT Common Weapon System Testers-AARSV - Performance Work Statement, dated 13 Mar 2018, for review and comment. The DRAFT Common Weapon System Testers - AARSV- Performance Work Statement, dated 13 Mar 2018 contains a description of the F-16 ATS systems and the support and sustainment activities required of the F-16 Fighter programs. The referenced Draft PWS will be used in completing the Contractor Capability Survey. The survey allows contractors to provide their company's capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.).


Identify any areas of work that your organization believes should be broken out exclusively for Small Business. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

The Government does not own the technical data for any of these systems/support equipment. BAE Systems is the only current vendor in possession of the technical data, tools, specifications and knowledge required for the production and sustainment of the hardware and software for these systems.
