This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Pneumatic lifting bags (15 and 26 ton).

The Pneumatic Lifting Bags are considered to be commercial equipment but are defined by a Government owned drawing package. The Pneumatic Lifting Bags must be produced in compliance with the Berry Amendment which requires domestic grown, manufactured and produced material due to the unique coated drop stitch textile contained within. This coated drop stitch textile must be produced within the United States. The program office is only aware of a single domestic source for this fabric and therefore any response to this RFI must include information to support how the contractor will comply with the Berry Amendment to be considered. Any new manufacturer must submit First Article units prior to production.

The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection FAR 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

Responses are due no later than Monday, 21 Oct 2019 to Hillary Souther at hillary.souther@us.af.mil and Robet Rollins at robert.rollins.2@us.af.mil.
