This is a Request for Information (RFI) only as defined in Federal Acquisition Regulation (FAR) 15.201(e) to obtain information about capabilities and market information related to performing an architectural study analysis of a semi-federated avionics architecture and accompanying software for the C-5M Super Galaxy.  The United States Government (USG) is contemplating awarding a contract to perform an architectural study. The study will establish and benchmark metrics for Cost, Schedule, Performance and Risk for semi-federated architectures in comparison to the current C-5M integrated architecture.  Companies are asked to identify existing capacity, engineering expertise, previous performance, market barriers and limiting factors to performing a study on avionics architectures as well as a strategy and schedule that shows how the company will complete the analysis no later than (NLT) 30 Sep 2020.  An offeror to perform the study will be selected on their ability to assess Cost, Schedule, Performance and Risk for transition from a generic integrated architecture to a semi-federated architecture.  They will also assess possible reduction of lifecycle costs and ease of obsolescence management while maintaining current system performance requirements and interoperability.
