THIS IS A REQUEST FOR INFORMATION ONLY.

The United States Army, Intelligence and Information Warfare Directorate (I2WD) is seeking information on the current state of Wide-Area Ground Moving Target Indicator (GMTI), Dismount Moving Target Indicator (DMTI) and Synthetic Aperture Radar (SAR) for the detection and classification of vehicles and dismounts. The intent is to gather information on airborne radar systems that can be integrated on the Gray Eagle Unmanned Aircraft System (UAS) as a direct, drop-in sensor subsystem. Sensors with a weight less than 100 lbs and that use less than 1.5 kW of prime power are of interest. Sensors of interest should be free of obsolescence, as the Army is interested in long-term system sustainment.

Responders are requested to provide:

1. Description of the developed technology/sensor including:
a. Technology Readiness Level (TRL)
b. Manufacturing Readiness Level (MRL)
c. Size, Weight, Power, and Cooling (SWAP-C)
d. Frequency of operation
e. Waveform Type
f. System architecture (Mechanical, 1-D/2-D AESA, etc)
g. Azimuth/elevation coverage & associated scan patterns
h. Unique Processing Techniques (i.e. clutter cancellation, false alarm mitigation, electronic protection techniques, simultaneous SAR/MTI)
i. Reliability (MTBF)
j. Detailed Blake Chart (SNR // Radar range equation)
k. Predicted Performance Data
l. Actual, measured performance data, if available
m. The following metrics should be provided in the response:

SAR Metrics GMTI/DMTI Metrics
Image Resolution (s) Probability of Detection
Target Location Accuracy False Alarm Rate
Image Sizes Coverage Area/Rate
Min/Max Range Target Location Accuracy
Polarization Number of Channels
Change Detection Capability Min/Max Range
Data Format Minimum Detectable Velocity (MDV)
Modes (Strip, Spot, Circle, etc) Maximum Detectable Velocity
Data Format
Range/Doppler Resolution

2. Total number of current systems and their availability
3. Timeline associated with any required development
4. Estimated sensor production timeline
5. Projected sensor unit costs based on production lot quantities
6. A brief description of the system's Processing, Exploitation, & Dissemination capabilities (real-time, post-processed, etc)
7. Description of experience in development of SAR/GMTI radar sensors
8. Availability of previously collected radar data
9. Format of the radar data products (e.g. STANAG 4607, NITF 2.1, etc)

Electronic inputs are requested within 45 days of this announcement to usarmy.apg.rdecom-cerdec.mbx.i2wd-radar-rfi@mail.mil. An FOUO appendix will be sent with specific radar performance requirements when requested. If classified submission is required, request access procedures through the e-mail address above. Responses shall not exceed 35 pages in length. No telephone inquiries will be accepted. The Government does not intend to pay for this information.
