Request for Information (RFI) for Ground Vehicle Vulenerability, Survivability and Lethality Research, Development, Test and Evaluation (RDT&E) Support at US Army Aberdeen Test Center

The US Army Aberdeen Test Center (ATC), Aberdeen Proving Ground (APG), MD is searching for potential business sources that are capable of providing research, development, test and evaluation (RDT&E) support for ATC's Survivability/Lethality Directorate. The intent of this RFI is to gauge industry interest, capabilities, and relevant experience to support vulnerability, survivability, and lethality RDT&E of ground vehicles and test technology development efforts for ATC and its customers. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR).


Interested sources must submit a package demonstrating their relevant experience and ability to provide said services in this RFI. In addition to functional experience with project management and oversight, sources must have experience performing the following services:


1. Test and Evaluation (T&E) Support. Planning, execution, and reporting of vulnerability, survivability, and lethality tests of ground vehicles and weapon systems. Areas of support include: preparation of schedules; documentation/tracking of current program schedules, test events, deliverables, action items from meetings, and the coordination of issues that need to be resolved and/or require response; collection of data; review of data; data validation and reduction; analysis of test results; and preparation and generation of briefings, test plans, reports and other documents. Support requires a working knowledge of weapon lethality, vehicle automatic fire suppression systems, as well as ground vehicle ballistic and blast (mine and IED) testing against armor coupons, ballistic structures, and system level targets (to include Title 10 Congressionally mandated Live Fire tests) to include established ground vehicle vulnerability and lethality test procedures, instrumentation, anthropomorphic test devices (ATDs), data collection requirements, data flow, and report writing requirements.
2. Archiving of Data & Information Support. Collecting, organizing, cataloging, and archiving classified test data and documents.
3. Software Development Support. Development/improvement of software. Development efforts may be related to data acquisition, analysis, or storage; data basing to include search and retrieval of information; equipment/hardware control systems, etc.
4. Test Technology/Methodology Development Support. Development of test hardware; instrumentation; equipment; facilities; small to large caliber kinetic energy (including short and long rod projectiles), shaped charge, and blast threats; small to medium caliber rifled and smooth bore weapon systems; modification of current/historical weapon systems to fire test specific threats; preparation/review/revision of existing and new test procedures and standards (e.g. Test Operating Procedures, MIL-STD, etc.); feasibility studies; design studies, etc.
5. Meeting Support. Coordinating, scheduling, and facilitating program meetings/briefings.
6. Verification, Validation, and Accreditation (VV&A) Support. VV&A of techniques, software, instrumentation, and data, IAW AR 5-11, ATEC Regulation 73-21, and DA PAM 5-11.
7. Technical Inquiry Support. Conducting literature, database, and other searches as required to identify and obtain reports and data to address technical inquiries.
8. Armor and Protection System Development Support. Development of armors and protection systems for vehicles ranging from light tactical vehicles (e.g. small truck) to heavy combat vehicles (e.g. main battle tank). Support requires knowledge of light and heavy vehicle armors and protections system designs and associated protection levels, armor and armor integration technologies, small to large caliber kinetic energy and shaped charge threat/armor interaction phenomena, material characteristics, manufacturing processes, and ground vehicle armor modeling and simulation.


These services are needed to support the various DOD, other government agency, private industry, and academia customers and their test programs being conducted by ATC.


The contractor shall possess a Top Secret Facility Clearance as prescribed by DD Form 254, Contract Security Classification Specification and all contractor employees shall possess or be capable of acquiring a SECRET clearance. Some contractor employees shall also possess or be capable of acquiring a Top Secret and Secret- Special Access Program (SAP) clearance.

Nothing in this announcement constitutes an obligation on the part of the U.S. Government, nor is the Government tasking any source to develop any technologies described herein.
