This is a Request for Information (RFI) issued for informational and planning purposes only by the Department of Energy (DOE), National Energy Technology Laboratory (NETL). This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In accordance with FAR 15.201(e), responses to the RFI are not offers and cannot be accepted by the Government to form a binding contract.
The Government is not at this time seeking proposals. Respondents are advised the Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested partybs expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is considered non-binding. All submissions become the property of the Government and will not be returned.
The NETL is conducting market research to determine the availability and technical capabilities of qualified businesses that can perform Field Testing of Advanced Electrochemical Sensors and Fiber Optic Sensors.

In response to this posted, the Government is asking that respondents provide the following information:
1. The name and location of your company, contact information, DUNS number and information pertaining to any socio-economic status your company may hold such as: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; 6) veteran-owned small business; 7) service-disabled veteran-owned small business; or 8) other than small business
2. Whether your company has a current vehicle (i.e. GSA schedule, GWAC) and the vehicle number that may be used to obtain the services you described in response to the system described above.
3. Interested firms responding to this RFI must provide (a) capability statement demonstrating their experience and ability to provide the requirements listed herein, (b) system capability features and information technology (IT) requirements, and (c) the technical capabilities required to configure the systems framework to the functions listed here in.
4. An estimated price range of the described scope. For example, between $100,000 - $500,000; $501,001 - $1,000,000; $1,000,001 - $2,000,000; $2,000,001 - $3,500,000; $3,500,001 - $5,000,000; $5,000,001 & Beyond.
As a result of information submitted in response to this Request for Information, the Government may elect to request:
I. Additional clarification of responses received;
II. Presentation of proposed capabilities;
III. Demonstration of available systems
Reminder: The Government will not reimburse any company or association for any information that is submitted in response to this posting or travel costs incurred as a result of participating. Any information submitted is voluntary.
