This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential small businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional expertise and experience to compete for this acquisition. The Dallas VA CMOP is seeking businesses that are capable and able to provide the replacement of the current automated production system (Think-N-Do) to Beckoff TwinCAT including:

All required servers and expansion cards. Also included would be incorporation and testing of complete system without effecting current production operation system, development of system health and troubleshooting programs.

The location for these services is Dallas TX at the Department of Veterans Affairs Consolidated Mail Outpatient Pharmacy (CMOP).


Period of performance is anticipated to be 01/30/20118 to 6/30/2018.

The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The NAICS code for this acquisition is 541511 ($27.5M) Custom Computer Programming Services or 511210 ($38.5M). All offerors shall be registered in the System for Award Management (SAM) located on the web at https://www.sam.gov/portal/SAM/ and if submitting a capability statement as a Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) vendors shall be registered on the Vendor Information Pages (VIP) located on the web at https://www.vip.vetbiz.gov/Default.aspx?SCID=2628886.

All interested offerors should submit their qualifications by email to Linda Bayer, Contract Specialist,
Linda.Bayer@va.gov, no later than December 1, 2017 4:30 CT. After review of the responses to this announcement, the Government will determine whether to set aside this procurement.
