In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1 Market Analysis, this announcement is a Market Survey / Request for Information (RFI) for the purpose of soliciting statements of interest and capabilities from interested vendors. Responses to this announcement will be used for informational purposes only to support the development of an acquisition strategy for the contemplated On Demand, Online Mathematics Tutoring acquisition. The information will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked.

This is not a Screening Information Request or Request for Proposal.

FAA Airway Transportation System Specialists (ATSS) are required to complete an 80 hour Mathematics Refresher correspondence course and exam one time during their career. The FAA has a requirement for on demand, mathematics tutoring to ATSS personnel that will supplement the Mathematics Refresher correspondence course materials and aid technicians in successfully completing the course and passing the exam. Student throughput is projected to be approximately 400 new hires per year with students requiring an average of four hours of tutoring each. Tutoring support is anticipated to be needed during one base year and four, one-year option periods.

Included as Attachment A to this announcement is the draft Statement of Work (SOW) for the On Demand, Online Mathematics Tutoring acquisition. The FAA requests responses from industry to include the following:

a.    Capability Statement (defined below)

b.    Interested Party Information. Interested vendors should complete and submit the attached Interested Parties Form (Attachment B) in order to provide their Company Information, Business Size and Type Category and Relevant NAICS Codes.

Capability Statement:

The Capability Statement pages must not exceed ten (10) pages and have a font size 12, in Times New Roman font, with 1.0 inch top, bottom and side margins. This page limit does not apply to any optional marketing materials.

Responders must provide a Capability Statement that addresses the following:

1. Describe your firmbs capability for determining a learnerbs particular math related weaknesses and how to best address them.

2. Some of the FAA employees requiring math tutoring services are located across all US time zones plus as far out as Guam, and some work non-standard shifts. Describe your firmbs ability to make tutors available for these individuals to fit their schedules.

3. Describe your firmbs capability to provide qualified tutors. What are the qualifications and education for a higher level math tutor with your firm?

4. Describe your firmbs ability to determine a studentbs readiness to pass an exam in a math course they are enrolled in.

This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service- disabled veteran-owned small businesses or 8(a) certified firms.

The NAICS code for this requirement is 611691 -- Exam Preparation and Tutoring with a small business size standard of $7.5M. If your firm believes that another NAICS code is more appropriate to the work, include supporting justification with your alternative NAICS code. Suggestion of an alternate NAICS code does not require that the work be set-aside or solicited under than alternate code.

This Market Survey must not be construed as an obligation on the part of the FAA to acquire these items. Since this is not a Screening Information Request or Request For Proposal, no results will be issued to the responding firms. No solicitation for these items exists at this time. If a solicitation is issued, it will be announced on the FAA Contract Opportunities website. It is the vendorbs responsibility to monitor the website for release of the solicitation. The FAA will not entertain or accept unsolicited proposals for this work.

The FAA will not be liable for any costs associated with the preparation of responses to this Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Any costs associated with the Market Survey submissions will be solely at the interested partybs expense.

The FAA may request that one, some, all, or none of the respondents to the Market Survey/Request for Information provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA.

Interested vendorsb responses must be submitted by email no later than 3:30 P.M. Eastern Time on April 2, 2019. Responses to this Market Survey are limited to 10 pages and must be in writing, on company letterhead, and must include respondent point of contact information including name, telephone number, e-mail address, and mailing address. The Interested Parties Form (Attachment B) is not included in the page limitation. Any proprietary information submitted must be properly identified. Information from vendor submissions may be used in future acquisition activities on a non-vendor specific basis.
