Heavy Duty Diesel Truck Survey
Baltimore Metropolitan Council
Submittal Deadline: November 22, 2006

Project
The purpose of this survey is to help identify owners of heavy duty diesel truck fleets in the Baltimore region that are interested in installing emission reduction measures or fuel economy improvement measures on their trucks. We would also like to determine how to encourage the fleet owners to install these technologies. When emission reduction strategies are implemented they will reduce the level of harmful air pollution that the 2.6 million people in the Baltimore region are exposed to, and as a result, reduce health impacts caused by air pollution. Ground-level ozone can impair lung function in the short term, and can cause permanent lung damage in the long term. Particulate matter causes a variety of respiratory and heart problems.

This Request for Proposals (RFP) solicits proposals from qualified consultants (and consultant teams) to conduct a survey of heavy duty diesel vehicles in the Baltimore region, to help identify fleet owners that are interested in installing emission reduction and fuel economy improvement technologies to their fleets.

Background
The Baltimore region is nonattainment for the National Ambient Air Quality Standards (NAAQS) for fine particulate matter (PM2.5) and 8-hour ozone. The annual standard for PM2.5 is set at 15.0 micrograms per cubic meter. Regions with design values of 15.1 or greater, calculated from local monitoring data, are in violation of the standard. This is the case with the Baltimore region. The region also violates the eight-hour standard for ground-level ozone, which is 0.08 parts per million. The federal standards were established to protect public health and welfare. When regions do not attain a standard, the health of the public is at risk. Reducing emissions from heavy duty diesel truck fleets operating in the Baltimore region will contribute to local emission reductions measures, and will help the region attain the 8-hour ozone and PM2.5 standards by 2010.

Deadlines
The deadline for submittals is 2:00 p.m. on November 22, 2006.

GENERAL INFORMATION
The City of Naples is located in southwestern Florida in Collier County along the Gulf of Mexico and has a permanent population of approximately 23,000, increasing to 30,000 with seasonal residents.

The City is operated legislatively by a Mayor and a six-member Council elected at large for four years on staggered terms. The City Manager, as chief executive officer, manages the operations of the City and reports directly to the City Council.

The study area, River Park, is a historically black neighborhood that lies in the northeast corner of the CRA. The study area is bisected by a major thoroughfare into two distinct areas. The area referred to as River Park East is primarily a single-family neighborhood. The area referred to as River Park West is primarily multifamily and contains a Community Center. The southeast section of the study area consists of a large parcel along the Gordon River that accommodates City facilities. While River Park is primarily residential in character, a variety of service and retail establishments exist to support the needs of neighborhood residents. Although River Park is an important component of the larger and more commercial CRA, it lacks good connectivity to surrounding areas. The neighborhood is bordered by a canal on its northernmost side, by major thoroughfares on its eastern and southern borders, and the Gordon River on the east. Property values are escalating in the study area, as in all of Naples.

SCOPE OF SERVICES
The successful firm will provide a comprehensive master plan for the study area that will provide direction for the future by addressing the built and natural environments and their relationship to the larger community. The waterfront is a key element in the study area and access to the waterfront, its land use and pedestrian connectivity to other waterfront locations to the south is an important objective. These services include but are not limited to the following:

* Meet with members of City Staff to discuss the project and product deliverables.
* Meet with property owners, key residents and neighborhood Association representatives to gain their input for the process.
* Conduct neighborhood/public/community meetings and/or forums as needed. Review existing plans, Neighborhood Needs Assessment Report, address present and future land use, waterfront relationship, census data, neighborhood history, and other relative sources of information that helps in attaining the necessary depth & breadth of understanding for the study area.
* Coordinate the master planning effort with the City's "Visioning" process and integrate final results with the Community Redevelopment Plan for the CRA.
* Provide a comprehensive "River Park Master Plan" within six months of the "Notice to Proceed." The report shall be provided in hard copy and electronic deliverables.

MINIMUM QUALIFICATIONS

* Experience in completing similar projects for other communities and neighborhoods with similar characteristics and demographics.
* Experience in engaging community leaders and residents in successful charrettes, public hearings and workshops.
* Experience in directing the workload and engaging the planning staff and stakeholders in successful working meetings.
* Experience in producing work products that are informative, reader friendly, and clearly outline specific & obtainable goals.

SELECTION CRITERIA

* A firm and/or organization will be formally selected through a Selection Review Committee.
* Firms submitting qualifications may be required to make a presentation to the committee.
* The Selection Committee may short list the qualified firms.
* Evaluation of qualifications by the Selection Committee will be made on a predetermined basis to ascertain which proposal best meets the community's objectives.

INSTRUCTIONS REGARDING QUALIFICATIONS/PROPOSAL
Included in the submission package available upon request from The City of Naples.

SUBMISSION
One (1) original plus seven (8) copies of your proposal packet shall be delivered by 2:00 PM, on December 15, 2006 to Purchasing Manager, City of Naples, 270 Riverside Circle, Naples, Florida, 34102. Submissions received after the deadline will not be considered.

Update of Rockville Pike Corridor Plan
The City of Rockville, Maryland
Submittal Deadline: December 8, 2006

RFP # 19-07

The City of Rockville, through its Long Range Planning Division of the Community Planning and Development Services Department, is seeking responses to its Request for Proposal (RFP) for the selection of a consultant team, with extensive experience in corridor planning, urban design, mixed-use development, public involvement and transit oriented development. The Team will assist the City and the community in the creation of a vision for an updated Rockville Pike Corridor Plan for the next 20 years, and develop an implementable strategy to achieve that vision.

Scope of Services Summary

Community Topics
Has the Rockville Pike Corridor (RPC) zone achieved the land use goals noted in the 1989 Plan and the goals of the Mayor and Council? (http://www.rockvillemd.gov/government/mc/goals.htm)

* Are the goals in the 1989 Plan still appropriate or are there new community goals that should be incorporated?

Transportation Topics

* Develop a Comprehensive Multi-Modal Transportation Circulation plan that identifies opportunities to improve circulation within the corridor. The circulation plan should focus on enhancing pedestrian circulation, transit, bike and non-auto accessibility to the mass transit centers and improving road connectivity.
* Are there opportunities to improve transit service along the Rockville Pike corridor? Evaluate long-term transit plans for the corridor proposed by the City, County and State including CIP programs.
* Identify strategies for making transit an integral component for redevelopment in the area.

Economic Topics

* What are the assets or impediments to maximize market segment in order to create mixed-use redevelopment along the corridor?
* What type of incentives, programs, or regulations can be offered to property owners that will encourage them to assemble, redevelop, or physically improve properties in accordance with the Plan's vision?

Environment Topics

* What type of incentives, programs or regulations can be offered to encourage high performance green buildings in new development and redevelopment within the area?
* What type of innovative or traditional stormwater management (SWM) practices can be utilized within this area to lessen the impact of stormwater runoff from this highly developed commercial region on local streams?
* What type of incentives, programs or regulations can be offered to encourage high performance in commercial recycling programs?
* Identify appropriate areas for additional trees to help meet the City's urban tree canopy goals.

Urban Open Spaces

* Identify opportunities within the corridor to create urban open spaces either through redevelopment or new development. The urban spaces can vary in size and function, with the main goal of providing opportunities for the public to congregate.

Form Based Design Standards

* The 1989 plan design recommendations attempted to produce the desired effect of creating a visually pleasing corridor that accommodates motorized and non-motorized transportation. The City is currently updating the Twinbrook Metro Performance District Design Guidelines and undergoing a comprehensive review and update of its zoning ordinance. These guidelines will establish an urban design concept for the Twinbrook Metro Performance district that could be easily applied throughout the corridor with minor adjustments. The City's goal is to develop a form based code for the corridor that includes both illustrations and a regulating plan to guide the design of new development and redevelopment within the corridor. The offeror will be required to prepare a form based code document for the corridor using the Twinbrook Performance District Design Guidelines as the foundation. City staff will provide copy of the Twinbrook Metro performance District Design Guidelines document.
* Conduct an analysis of the market forces that will impact the Rockville Pike corridor to determine if the corridor contains the correct ratio of uses to maintain long-term viability. If not, what changes should occur to increase the success of TOD (Transit-Oriented Development) along the transit corridor?

Public Outreach and Community Input
The Rockville Mayor and Council 2006-08 Vision Priority of creating an Exceptional Built Environment have established a priority of completing a master plan for the Rockville Pike corridor. Therefore, the process of preparing the Corridor Plan must incorporate substantial comprehensive involvement and input by all stakeholders, including citizens of Rockville, affected property owners, state and county officials, and residential and business tenants along the Corridor.

Sealed proposals addressed to the City of Rockville, Maryland for the Rockville Pike Corridor Plan Update will be received at Rockville City Hall, Purchasing Division, Attention: Eileen Morris, Contract Officer, 111 Maryland Avenue, Rockville, Maryland 20850, until 3:00 PM, FRIDAY, DECEMBER 8, 2006. To obtain a complete copy of the RFP, please visit the City's web page at http://www.rockvillemd.gov, click on bids and proposals. Any technical questions can be addressed to Mayra Bayonet, Planner III, via e-mail at [email protected].

West Bench General Plan Implementation Analysis
Salt Lake County, Utah
Submittal Deadline: November 16, 2006

RFP # PD06176

Introduction
Salt Lake County is soliciting competitive proposals from highly qualified municipal planners specializing in municipal finance, planning and design, and project management to consult with the County team (i.e. project manager, lawyer, planners, engineers, and accountant) on the more difficult and pressing issues related to the West Bench project. Consultant should be familiar with, or must become familiar with, federal and Utah land use law in order that its advice to County will incorporate necessary legal principles. To be of assistance to the County, the Consultant must be an expert in municipal finance and have substantial experience in large scale, sustainable, multi-modal, mixed use development involving the acquisition and maintenance of vast amounts of improved and unimproved public open space.

Background
The total area within the study area is approximately 93,000 acres. The County expects that 74,000 acres of that total will be developed into communities over a 30 to 60 year period of time. Approximately 163,000 residential units will be constructed that could house 500,000 people based on trends and internal growth of the County. The estimated build out over the time period is $24.9 billion.

The Salt Lake Valley currently has about 980,000 residents. Expanding to include the Wasatch Front (Ogden and Provo areas) brings the population to nearly 1.8 million. Based on the above estimates, this project may conceptually increase the size of the Salt Lake Valley current population by 500,000. Appropriate planning for required services is a major part of this proposal. The draft plan along with other maps and information is available at http://www.pwpds.slco.org/zoning/html/GeneralPlans/wbplan.html.

Deadlines
Proposals will be accepted until 3:00 PM on Thursday, November 16, 2006 at the Office of Contracts & Procurement, 2001 South State Street, Room N4500, Salt Lake City, Utah 84190-3100. No responses will be accepted after that date and time.

Citywide Mobility Plan
The City of San Buenaventura
Submittal Deadline: November 17, 2006

The City of San Buenaventura is seeking Statements of Qualifications (SOQ's) from consulting professionals experienced in the preparation of a Citywide Mobility Plan that will help implement the new General Plan Accessible Community goal of providing our residents with more transportation choices by strengthening and balancing bicycle, pedestrian, and transit opportunities in the City and surrounding region. The plan must recognize that balancing automobile use with other means of travel is essential to maintaining social, physical and environmental health.

Key to the success of this Mobility Plan will be tackling two fundamental challenges: transitioning the City from auto dependence to a balanced transportation network and engaging a wide spectrum of the community in thinking anew about transportation and its relationship to our environment, quality of life and standard of living. The plan must be both visionary and practical - offering a realistic long-term guide to fulfilling the Strategic Vision.

SUBMISSION DEADLINE
In order for your qualifications to be considered, this office must receive six (6) copies of your Statement of Qualifications (SOQ) no later than 4:00 p.m. on November 17, 2006.

PROJECT DESCRIPTION

* Provide thorough documentation of existing conditions and future needs for all thoroughfares throughout the City.
* Refining Policies and Actions to develop and build consensus on a set of quantifiable mobility standards and guidelines.
* Assess all urban modes of mobility in the City based on the information collected and community outreach activities. The consultant will assess future mobility needs to accommodate employment and residential growth shown in the General Plan, in addition to general traffic increases and special events using data from the existing traffic model.
* Develop corridor plans for all arterial thoroughfares in the City. Consideration of improved visual amenity on the corridor, through provision of additional street trees and other natural features, landscaped medians, street furniture, and other landscape architecture and urban design improvements are to be an integral part of the Corridor Plan.

This plan will likely be approved by the City Council in the Fall of 2006. Many aspects of this draft plan may be applicable to neighborhood centers and multi-modal corridors throughout the City.

* Develop a Transportation Demand Management Plan that will help reduce or eliminate the demand for single occupancy automobile use and increase the demand for alternative more sustainable modes.
* Prepare a Transit Plan that evaluates and recommends future local and regional bus services, commuter rail, light rail, streetcar and/or bus rapid transit. Staff at South Coast Area Transit (SCAT) is already working on a major transit planning effort that will tie into this plan. The selected Consultant will be required to work with local transit agency staff.
* Preparation of a Mobility Fee Program to replace the existing Traffic Mitigation Fee Program. The program will provide funding for implementation of the Mobility Plan on items that are directly impacted by new development in the City including regional traffic, public transit, rail, pedestrian and/or bicycle improvements.

Comprehensive Plan Update
Columbus Consolidated Government, Columbus, Georgia
Submittal Deadline: November 10, 2006

RFP NO. 07-0002

ORIENTATION AND BACKGROUND
Columbus, Georgia is a community of 220 square miles, and with a population of approximately 190,000, which serves as the regional hub for the MSA population of 284,500. Over the years the community has experienced a moderate growth rate. This is expected to change in the coming years, with the impact of Base Realignment and Closing (BRAC) activities at nearby Ft. Benning, and the new job creation from local and regional industries.

To meet these demands, while preserving the quality of life our citizens have come to expect, the Columbus Consolidated Government is seeking qualified consulting firms to update the city's Comprehensive Plan. The last update was completed in 2003 (http://www.columbusga.com/mpo/). The next update must be completed and approved by the Georgia Department of Community Affairs no later than October 31, 2008.

PROJECT OVERVIEW
The Comprehensive Plan Update will be completed with the input from the Mayor and City Council, a citizens stakeholders committee, Planning Advisory Commission, interested and concerned citizens, and city staff members. Due to the City's anticipated growth due from BRAC activities at nearby Ft. Benning, Georgia, the primary objective of the Comprehensive Plan Update is to create a consensus among the stakeholders regarding the future development within the City over the next five years while also looking at long term goals for the next ten to fifteen years. If the growth rate continues as it is today, the City anticipates the Comprehensive Plan being updated every five years. It is envisioned that the Comprehensive Plan Update will include numerous public meetings, use of the Internet, the local government access channel, and other methods, to gather input from citizen stakeholder groups and present ideas prior to adoption of the plan. Presently two regional plans are being developed as part of the BRAC initiative: a Joint Land Use plan and a Growth Management Plan.

OBJECTIVES
The Comprehensive Plan Update should address the following:

* The potential impact of BRAC and other industrial developments on the community;
* The plan must directly involve citizens and elected officials alike based on extensive community input and visioning efforts, in order to establish realistic visions and goals for the community.
* Define a clear direction of how development should occur over the next five, ten and fifteen years while still maintaining a sense of individual identity and community within the greater Columbus region;
* Define an economically viable land use plan that accommodates existing and future development needs;
* Identifies the appropriate infrastructure needs for the City based upon development over the next five, ten and fifteen years: parks, water, sanitary sewer, storm sewer/storm water detention, streets and sidewalks/trails;
* Determines a specific implementation plan for immediate, short and long-term action items.
* Integrate work done to date and work in progress.
* Preserve the fabric of neighborhoods within the community. Special focus should be on the impact of demographic trends and the condition of housing stock on neighborhood preservation.
* Define implementation tools and strategies that effectively guide and promote development/ redevelopment actions in support of the vision and goals.
* Effectively integrate community components such as land-use, transportation, infrastructure, economic development, parks and open space, demographics and housing into a concise, and easy-to-use planning document.
* Fully adheres to the Georgia Minimum Standards and Procedures for Local Comprehensive Planning.

Gateway Mall Master Plan
Planning & Urban Design Agency, City of St. Louis on behalf of the Gateway Foundation
Submittal Deadline: November 10, 2006

Invitation
The City of St. Louis is inviting individuals, firms or teams, to submit qualifications to create a Master Plan for the Gateway Mall, a 5,600 ' (1.7 km) long open space bisecting the downtown.

Project Overview
St. Louis is experiencing resurgence in civic design. With Ero Sarrinen's Gateway Arch as the symbol of the City, efforts are underway to transform the central "green" corridor into a new and exciting public space. Beginning at the edge of the Mississippi River, a new riverfront plan is taking shape that will bring people onto the river.

Between the Gateway Arch and the downtown, plans to cover portions of the depressed interstate highway are nearing completion. The remaining piece is to transform the Gateway Mall into an exciting public area, offering interactive and passive spaces to downtown workers, residents and visitors.

Conceived at the turn of the 19th century, the Mall was originally planned as a grand boulevard. It has evolved into a series of uncoordinated venues and open space that sees little activity.

The City is seeking a team to create an innovative Master Plan for the entire 27 acres (11 hc) of the Gateway Mall. The Plan will guide future designs for individual blocks, which will be conducted through separate competitions as funding sources are identified.

With one of the most recognizable modern structures in the world, the Gateway Arch as the backdrop, this is an opportunity to create a significant imprint on the public realm of a major City.

A copy of the RFQ including a description of the scope of work, submission requirements and a photo inventory of the space, can be downloaded at stlouis.missouri.org then clicking on the RFQ / RFP link on the home page. You may also contact Mr. Rollin Stanley at 314-259-3426.

Calabasas 2030 General Plan Update
The City of Calabasas, California
Submittal Deadline: November 2, 2006

The City of Calabasas is requesting qualifications and proposals from experienced land use consulting firms for the preparation of a comprehensive update to the City's General Plan and Development Code. The purpose of the project is to update the City's existing General Plan and land use codes to accommodate and plan for the City's development through 2030. The last comprehensive update was completed in 1995, although the Housing Element was updated in the year 2001.

The project work plan has five major objectives.

1. To review and update the General Plan and Development Code;
2. To incorporate new requirements under State law into the General Plan;
3. To incorporate into the General Plan larger regional concerns, including sphere of influence, air quality, congestion management, regional parks and trail systems, and other regional planning issues and studies;
4. To consolidate the General Plan into a single coordinated planning document;
5. To meet the State Housing Element deadline of July 2008.

Status of the Current General Plan & Development Code
The City of Calabasas' current General Plan is the City's first General Plan and was adopted in 1995. At the time of incorporation in 1991 the City adopted the County of Los Angeles Zoning Code, which remained in effect when the General Plan was adopted. Because of this unique situation, the adopted General Plan also included a consistency review program to ensure that development was consistent with the new General Plan while the L.A. County Code remained in effect. Meanwhile, a Calabasas Zoning Code was being created. In 1998, the City adopted its Land Use and Development Code, consistent with the City's own General Plan. In 2001, the City adopted its 2000-2005 housing element update.

Scope of Work
General Plan Update: The City is requesting that the consultant prepare an update to the entire Calabasas General Plan and Calabasas Land Use and Development Code. The General Plan update will include updates to the seven required elements (housing, noise, safety, circulation, land use, open space and conservation), as well as the following optional elements:

* cultural resources;
* parks and recreation;
* community and economic development;
* communication, technology and infrastructure.

The update must be completed to meet the State mandated deadline for the housing element of July 1, 2008.

Development Code Update: In concert with the General Plan Update, the City desires an update to the development code to assure that both documents are aligned and consistent. Just as with the general plan, the development code should be in a format which is easily read and understood.

Environmental Impact Report (EIR): An EIR will be prepared in conjunction with the 2030 General Plan and Development Code updates. The consultant will prepare and distribute the Initial Study and Notice of Preparation for the EIR as well as conduct public scoping meetings. The EIR shall be prepared in accordance with appropriate procedural steps under CEQA.
