This is not a Request for Proposals or Request for Quote. It is for planning purposes only. A contract award will not be made from this announcement. The purpose of this announcement is to inform the Government through market research of existing Commercial off-the-Shelf (COTS) out of the box industry web based software application in use by Government acquisition organizations that connect to existing Department of Defense (DOD) and industry business applications, ingest imported DOD and industry formatted data and can upload and manage acquisition program data.  It is desired that this application provide a Common Operating Picture for Acquisitions programs that follow DOD Defense Acquisition System as directed by DoD Instruction 5000.02 and is in use on current DOD programs.

 

Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to standardize Program/Life cycle Management and Business Analytical Services in support of their Acquisition process. The intent is to standardize the development, collection, configuration control and reporting across the Organization. This action requires access to internal business information that includes planned budget information and historical data related to contractual actions that are essential to providing support in project planning and execution. The intent is to improve standardization in performing project management, systems engineering, advanced analysis of business and financial data, building and maintaining data universes, metrics, reports, assessments, data collection, document preparation, financial reviews, task monitoring and studies and overall life cycle management of products within the organization.

 

The areas of organization and acquisition/programmatic interest for this effort are:

•o   Common Process/Workflow Enforcement and Management

•o   Document Development, Publishing Management

•o   Configuration Management

•o   Tasking Management and Status

•o   Lifecycle Logistics Planning and Management

•o   Legal Review Tracking and Management

•o   Personnel and Manpower Management

•o   Customer IT Service Request System

•o   Facility Management (Facility Data & Work Orders)

•o   Supply Request Forms Workflow and Processing

•o   Data Management and Storage

•o   Peer Reviews and Adjudication Tracking

•o   Search capability

•o   Standard and customized Reports to include Portfolio management views

•o   Dashboard Integration

•o   International Traffic in Arms Regulations (ITAR) review and approval process assistance  

 

Provide information if the software system connects to or ingests output data from the following systems:

 

•1.     The Army Virtual Contracting Enterprise tool

•2.     PEO STRI Enterprise Business System Data Base (Net IIS and DB is SQL based) (For PEO STRI historical data input)

•3.     Contractor Performance Assessment Reporting System (CPARS) from the Program Office at the Naval Sea Logistics Center Portsmouth

•4.     Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA(ALT)) ACAT program Acquisition Program Baseline database

•5.     ASA(ALT) HQDA Task Tracking Tool

•6.     General Fund Enterprise Business Systems (GFEBS) or GFEBS specific Analytics Service tool

•7.     Microsoft Word, Excel, Access, Publisher, PowerPoint, and Outlook Documentation.  To include:

•a.     Government and Contractor Microsoft Project Formatted Program Schedules

•b.     Contractor Earned Value Data Excel Reports

•c.      PEO STRI monthly Excel Contract Priority Sheet

•d.     Program Objectives Memorandum (POM) profiles in Excel format

•e.     Risk cube or waterfall charts

•8.     Oracle databases

•9.      Docu Track

•10.             CDRLvue; Contract Data Requirements List System

•11.             Army instance of Enterprise Mission Assurance Support Service (eMASS)

•12.             Army Portfolio Management Solution (APMS) (this system includes FISMA data)

•13.             Dynamic Object Oriented Requirements System (DOORS) Database

•14.             DOD/Army Human Resource applications/data bases

•15.             DOD/Army Logistic applications/data bases such as (GArmy and GCSS-Army)

•16.             PEO STRI Legal Work Management System

•17.              Architecture and Engineering Development/Design Tools

•18.             Software Configuration Management Tools

•19.             Hardware Drawing/CAD Tools

 

Provide information on the service ability to provide Cognitive Analytics or Machine Learning performance.

 

If in use by a DOD organization, provide the maximum number of current users. Explain ability to scale/expand upward the number of users as needed.

 

List any existing DOD Information Assurance approvals that the system is operating under.

 

Provide details if the dashboard options include viewing on mobile hand held devices. 

 

Does the system utilize DOD Common Access Card (CAC) CAC Card for system access and approvals?

 

Provide details on systems role based access and control.
