This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotations are being requested. A separate written solicitation will not be issued. Solicitation number N68836-17-Q-0009 is issued as a request for quote (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-74.

This requirement was first advertised as Sources Sought Notice N68836-16-T-0434 on 19 August 2016.

The small business standard for the associated NAICS code is 488190 with a size standard of $32.5M.

The Fleet Readiness Center Southeast (FRCSE), Jacksonville, Florida requires assistance with the repair of bevel gears which are used in the Power Take Off assembly (PTO).
FRCSE does not have the capability to insert the carbon seal necessary to complete the repair. The TF34-100 engine powers the Air Force A-10 Thunderbolt II aircraft. The A-10bs primary mission is to provide close air support to the ground forces of the United States Military.

This requirement represented by this solicitation is to replace the carbon seal of the PTO Bevel Gear IAW the latest GE drawing 4048T27 and specifications. All material utilized to perform repairs shall be traceable to the source of origin.

The Government anticipates issuing a Firm Fixed Price, single award task order contract for the entire requirement outlined in this announcement. Quotations are due NLT 12:00p.m.
Daylight Saving Time (DST), 07 April 2017.

The contract will be awarded on a simplified Lowest Price Technically Acceptable (LPTA) approach, considering past performance. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors, i.e. a combination of price, technically acceptability, and past performance. Details for how the Government will evaluate each offeror are outlined in related attachment.

Questions concerning this solicitation must be submitted in writing via email NLT 3:00 p.m. DST, 03 April 2017 to reasonably expect a response from the Government.
Questions not received within the prescribed time and date MAY NOT be considered.

The Government intends to award without discussions. Therefore, offerors are cautioned to provide their best possible quote from a technical and price standpoint.
