The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Science Center, 166 Water St., Woods Hole, MA 02543 has a requirement for replacing one ground-level, air-cooled condensing unit, one electric defrost evaporator, and associated refrigeration components in support of a walk-in freezer. The project shall be completed within 120 days of the notice to proceed.


The Government will issue an order resulting from this request for proposal to the responsible offeror whose proposal results in the lowest priced technically acceptable offer. Technical will be rated (Pass/Fail) as to the extent the offeror can clearly and fully demonstrate that it has a thorough understanding of the requirements and can successfully provide the requirements. The Government will evaluate an offeror's past performance (Pass/Fail) to determine the degree to which current and previous contract efforts indicate the probability of the offeror successfully accomplishing/performing the requirements of the Statement of Work.


This RFP is 100% set aside for small business concerns. The associated NAICS code is 238220, Plumbing, Heating, and Air Conditioning Contractors with a business size standard of $15 million. The Government estimate for this project is between $25,000 and $100,000.


The referenced Dept. of Labor, Davis Bacon Act, General Decision Number MA20190001 Mod 4, dated 7/05/2019, is hereby incorporated into this RFP and any resulting contract.
