THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. A SYNOPIS OF PROPOSED CONTRACT ACTION MAY BE POSTED AT A LATER DATE WHICH WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY.

The Federal Bureau of Prisons (BOP) anticipates the need for a firm-fixed-price contract for a project entitled Replace Ward, Forbes and Look Hall Roofs at the Federal Prison Camp (FPC) Yankton.

FPC Yankton is located at 1016 Douglas Avenue, Yankton, SD 57078.

The following brief synopsis should not be considered inclusive of work required to complete the project. The work sites for this project scope, as well as most of the buildings on the FPC Yankton campus are part of the "Yankton College Historical District" and on the National Register of Historic Places. A programmatic agreement is in place between the Federal Bureau of Prisons, the South Dakota State Historic Preservation Office and the Advisory Council on Historic Preservation. Ward Hall: Approximately 5600 square feet. The Contractor shall remove existing cedar wood shingles, underlayment, metal flashing and metal roof vents; and repair/replace the damaged roof decking with new to match existing. The Contractor shall replace the old roofing with a composite shake shingles that have a cedar appearance. Install composite shingles over asphalt felt paper #30 underlayment, ice & water shield membrane, metal flashing and metal roof vents. Look Hall: Approximately 5000 square feet. The Contractor shall remove and salvage good condition slate shingles from Look Hall for reinstallation on Forbes Hall (see Work Site #3); and replace slate shingles with composite shingles that have a slate shingle appearance at Look Hall. Install composite shingles over asphalt felt paper #30 underlayment, ice and water shield membrane, metal flashing and metal roof vents. Replacement of roof shingles with a different material instead of an in-kind material is based upon the composite shingles costing less than slate shingles. Remove the membrane roof system from both lower roofs and replace with new fully adhered 60 mil EPDM membrane over rigid insulation and vapor barrier. Install missing downspout sections and repair damaged gutters and downspouts. Forbes Hall: 21,000 square feet. The Contractor shall remove and salvage good condition slate shingles from Forbes and Look Hall (see Work Site #2); for re-installation on Forbes Hall. Install new asphalt felt paper #30 underlayment, ice and water shield and combine salvaged slate from the two buildings and reinstall on Forbes Hall. Combining the slate for the two buildings should provide enough good tiles to cover Forbes Hall, with some left in reserve for future patch/repair work. All left over slate shall be provided to the institution in a neat and organized manner. Repair leak around boiler exhaust flue at lower level membrane roof. Remove membrane roof system at south entry and install new vapor barrier, rigid insulation, cover board and single-ply EPDM membrane.

The performance period for the project will be 616 calendar days from issuance of the notice to proceed.

Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $500,000 and $1,000,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.)

The North American Industrial Classification System (NAICS) code applicable to this requirement is 238160 with a corresponding small business size standard of $15 million.

Interested parties must be registered in the System for Award Management (SAM) at www.sam.gov.

The BOP is seeking small business contractors for this project. Your business size metrics information entered in you SAM registration must be less than or equal to the small business size standard specified above . Interested small business contractors are requested to respond to this notice by adding their names to the Interested Vendors List for this posting in FedBizOpps.gov (must be logged-in to your account).
