This project consists essentially of but is not limited to furnish all plant, labor, equipment, materials, supervision, and warranties to remove an existing 10 ton Variable Refrigerant Flow (VRF) system from Building 503, to design, and provide a replacement HVAC system. The replacement HVAC system shall consist of 2 single zone variable air volume packaged units. Connect the new HVAC system to the existing Energy Recovery Ventilation (ERV) system.

 The North American Industry Classification System (NAICS) code is 238220 with a size standard of $15 million dollars. The approximate issue date will be 25 Jun 2019 with an approximate response date of 19 Jul 2019. 


This solicitation is a Small Business Set-Aside.  Offers will be evaluated utilizing Best Value Procedures.  All responsive offers will be considered by the agency.  


In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be registered and active in System for Award Management (SAM). The SAM website is: https://www.sam.gov/.


This solicitation will result in a firm-fixed price type contract. The performance period is 645-calendar days. 


The project magnitude for this construction project is between $250,000 and $500,000. 


The entire solicitation, including the specifications, will be made available only on the Electronic Posting System (EPS) Web Site at http://www.eps.gov. ;


The solicitation can be accessed by following the links on the FedBizOpps website to:  USAF Offices, Air Mobility Command, 436 CONS - Posted Dates. Paper copies will not be available.


 Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. 


 All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code).

  5352.201-9101 OMBUDSMAN (JUN 2016)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Ms. Susan R. (d) The ombudsman has no authority to render a decision that binds the agency.


(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
