Pre-Solicitation Notice ONLY: The South Texas Veterans Health Care System (STVHCS), Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract to Replace Three Main Water Lines; Project No. 671A-15-102, located at the Kerrville Veterans Affairs Medical Center, 3600 Memorial Blvd, Kerrville, TX 78028 . The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation (FAR), with an anticipated approximate issue date of March 20, 2017 and a projected bid due date of May 18, 2017.

Project consists of, but is not limited to; Contractor shall provide all necessary labor, materials, equipment, tooling, and supervision to perform all requirements of the resulting contract. The project includes, but is not limited to the following; contractor shall furnish all labor, materials, tooling, equipment, supervision to replace building water entry from 5 outside the building to the interior building shut off valve at Kerrville Veterans Affairs Medical Center. Building water entry includes domestic water supply piping and a separate fire sprinkler supply piping for 19 separate building entries. Included with the project is the relocation of the backflow preventer serving the cooling tower make-up water supply.
The Construction Documents shall include drawings for replacing existing Water Main System to include:
70-year old 8 Cast Iron Hard Water Main;
70-year old 8 Cast Iron Soft Water Main;
30-year old 6 PVC Soft Water Main.

This project replaces approximately 15,000LF of trenched underground waterline. The proposed water mains consist of 3 , 6 and 8 PVC pipe. This also includes 18 gate valves and 2 fire hydrants.
Installation includes miscellaneous excavation, patching and repairs. Appropriate Environmental and Erosion control is paramount in the trenching phase and ongoing through the project. Site work shall also consider existing landscaping as important architectural feature that shall be maintained.

All hydrostatic testing and commissioning is also included.

Project duration shall be 150 calendar days from NTP issuance for the Base Bid work.
This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAICS code is 236220, $36.5 Mil. The magnitude of the construction estimated cost range: $500,000.00 - $1,000,000.00.
